COMES NOW , Idaho Power Company ("Idaho Power" or "the Company ) and , in response to Idaho Irrigation Pumpers Association , Inc.'s Fourth Set of Discovery Requests to Idaho Power Company dated September 7, 2007, herewith submits the following information: RESPONSE OF IDAHO POWER TO THE FOURTH PRODUCTION REQUEST OF THE IDAHO IRRIGATION PUMPERS ASSOCIATION , INC., Page 1 REQUEST FOR PRODUCTION NO. 4-On pages 4-9 of Brilz s workpapers in Case No. IPC-03-16 there is contained a listing of data for individual distribution substations. Similar data is provided in page 4-7 of the Tatum workpapers in this case. Please answer the following: a. Please provide an electronic version of each of these sets of workpapers. b. For each of the substations listed in the Tatum workpapers, please list the date it which it recorded its maximum demand. c. It is assumed that if a substation appears on the Tatum workpapers , but not on the Brilz workpapers , then this would be considered a new substation since the 2003 rate case. If this assumption is incorrect for any of these substations please indicate why names would be different on each set of workpaper. d. Please explain why each of the following substations appear in the Brilz workpapers, but not the Tatum workpapers: Gooding City, Homedale , and Meridian. e. Please provide a list of the county in which each of the substations in Tatum workpapers is located. f. On page 4 of each set of workpapers there are several grouping of substations that have a "Customer Class listed. Please explain the basis for this listing/identification compared to no listing for majority of the substations. g. The listing of substations on Tatum s workpapers does not completely agree with that found on pages 426.X and 427.X of the Company s 2006 FERC Form 1. Please reconcile the difference between these two lists. h. The total values by Account found on page 7 of Tatum s workpapers differ slightly from the values found on page 6 of Exhibit 49. What is the basis for the difference between these two sets of data? RESPONSE TO REQUEST FOR PRODUCTION NO. 4- a. The requested information is attached. b. The requested information is enclosed with this response for all of the Company distributions substations with available data. Any substation that appears on Mr. Tatum s workpapers, pages 4-7 that did not appear on Ms. Brilz s workpapers, pages 4-Case No. IPC-03- represents a substation that was added after December 31 2002. d. Both the Homedale and Meridian substations are listed on page 4 of Mr. Tatum workpapers. The Gooding City substation was sold in January 2003. e. The requested information is enclosed with this response. f. The Customer Class designations that appear on the referenced workpapers identify the customer class from which a Contribution in Aid of Construction (CIAC) was received for the construction of the specified substation. The System" designation was used to identify those situations where a CIAC was received and the customer class from which the contribution was made could not be identified. System CIAC's were allocated to all the standard service schedule customer classes as detailed on page 3 of Mr. Tatum s workpapers. The substations listed on pages 5 through 7 of Mr. Tatum s workpapers that do not have a customer class indicated are substations for which no CIAC was received. g. The listing of substations on Mr. Tatum s workpapers , pages 4 through 7 includes all of the Company s distribution substations. The listing of substations in the 2006 FERC Form 1 , pages 426x and 427x, includes both transmission and distribution substations. In addition , the 2006 FERC Form 1 listing of substations RESPONSE OF IDAHO POWER TO THE FOURTH PRODUCTION REQUEST OF THE IDAHO IRRIGATION PUMPERS ASSOCIATION , INC., Page 3 excludes substations "which serve only one industrial or street railway customer" as stated in note 2 at the top of each page 426x. h. The account totals for FERC Accounts 360, 361 and 362 found on page 7 of Mr. Tatum workpapers represents each account's year-end balance as of December 31 , 2006. These numbers were used to derive the allocation factors detailed on page 2 of Mr. Tatum s workpapers. The total values for FERC Accounts 360, 361 and 362 found on page 6 of Exhibit 49 represent the 2007 test year values that were allocated to the customer classes according to the factors detailed on page 2 of Mr. Tatum s workpapers. RESPONSE TO REQUEST FOR PRODUCTION NO. 4- Idaho Agricultural Irrigation customers received $1 917 264.49 in BPA credits in 2006. The response to this request was prepared by John R. RESPONSE TO REQUEST FOR PRODUCTION NO. 4- Idaho Residential customers received credits totaling $16 246 281.17 in 2006. The response to this request was prepared by John R. RESPONSE OF IDAHO POWER TO THE FOURTH PRODUCTION REQUEST OF THE IDAHO IRRIGATION PUMPERS ASSOCIATION , INC., Page 6 REQUEST FOR PRODUCTION NO. 4-How was the BPA credit paid out to Irrigation customers in 2006? Was it based upon energy usage, size of customer month of use , etc. RESPONSE TO REQUEST FOR PRODUCTION NO. 4- The BPA irrigation credit is paid and distributed to qualifying irrigation customers one time a year in December in conjunction with Idaho Power Company s annual irrigation tax rebate distribution.The BPA irrigation credit is limited to either the agricultural customer s actual monthly metered energy or 222 000 kWh , whichever is less. The BPA credits are calculated within the Company s customer information system according to the following formula: Irrigation BPA Credit Factor: b=$B+Lu Irrigation BPA Credit Calculation: b * u Where: $B = Total amount of money to be refunded for BPA credits b = Irrigation BPA Credit factor u = kilowatt hour usage during the year for one irrigation service agreement (pump). Note that usage is limited to 222 000 kWh per month per customer (based on Tax ID). LU = total kilowatt hour usage during the year for all irrigation service agreements (pumps). RESPONSE OF IDAHO POWER TO THE FOURTH PRODUCTION REQUEST OF THE IDAHO IRRIGATION PUMPERS ASSOCIATION, INC., Page 7 REQUEST FOR PRODUCTION NO. 4-: Exhibit 29 page 30 lists Idaho energy usage at generation as 14 784 934 MWh.This figure is in agreement with a comparable value on Exhibit 55 page 5 of the Company s class cost of service data. Exhibit 29 page 30 also lists Idaho energy usage at the customer level as 13,475,244 MWh. This figure is almost in agreement with a comparable value on Exhibit 58 page of the Company s class cost of service data. Please explain the following: a. Why are the customer level usage figures on Exhibit 29 page 30 the same as those on Exhibit 58 page 1? b. Does the Company s modeling of its power supply costs in this case include the 784 934 MWh of generation level energy found on Exhibit 29 page 30 as well as the total system amount of 15 612 689? If not , what values were used for Idaho and System Total usage at generation level? Where are these values found in the filing? c. The total system energy losses listed on page 401 a of the 2006 FERC Form are 1 254 358 MWh. These losses are associated with 13.9 million MWh of Retail load and an additional 5.7 million MWh of Sales for Resale. Subtracting the customer level value of 13 475 244 MWh from the 14 784 934 MWh values on Exhibit 29 page 30 , results in losses of 1 309 690 MWH , which is greater than the losses recorded in the 2006 Form 1 for both Retail and Wholesale. Why are these losses in the filing so much greater than in the Form 1? RESPONSE TO REQUEST FOR PRODUCTION NO. 4- The customer level usage figures on Exhibit No. 29 page 30 reflect calendar month usage. The customer level usage figures on Exhibit No. 58 page reflect billing month usage. The Aurora model is used to model the total system , so the only amount used as an input is the 15,612 689 MWh , which is the total system number at generation level. The total system value used in the Aurora modeling is shown on page 3 of Mr. Said's workpapers. The response to this request was prepared by Gregory W. Said , Manager of Revenue Requirement, Pricing and Regulatory Services Department, Idaho Power Company, in consultation with Barton L. Kline , Senior Attorney and/or Lisa D. Nordstrom , Attorney Idaho Power Company. The losses on normalized sales , as derived in the Company s 2007 Forward Test Year, Exhibit 29, page 30 , are calculated on Schwendiman s workpaper page 134. The energy losses included in the 2006 FERC Form 1 , page 401 a are not comparable to the 2007 Test Year losses because of the different years and because energy losses on purchased power and surplus sales are not included on Schwendiman s workpaper page 134, but are included in the FERC Form 1. Such losses can be settled physically or financially, and can be purchased from other entities. The FERC Form 1 does not reflect the energy losses that are settled financially in the 1 .25 million MWhs of calculated energy losses. RESPONSE OF IDAHO POWER TO THE FOURTH PRODUCTION REQUEST OF THE IDAHO IRRIGATION PUMPERS ASSOCIATION, INC., Page 9 REQUEST FOR PRODUCTION NO. 4-: As a part of the System energy usage listed on Exhibit 29 page 30 there is a category of "TOTAL OTHER" which lists 286 267 MWH of usage at the Customer level and only 827 764 MWH of usage at the Generation level. a. Please provide a detailed explanation regarding why the customer level value is approximately 3 times higher than the generation level value. b. What value (at generation level) is used for "TOTAL OTHER" energy in the Company s power cost model run in this case , and where can it be found in the filing? RESPONSE TO REQUEST FOR PRODUCTION NO. 4- The customer level allocation factor, E10, includes the Company s retail customer loads but not transmission customer loads. The generation factor, E99 includes energy generation for retail and transmission customers.Please see Schwendiman s work paper page 148 for the detailed information. The Aurora model does not split retail load between jurisdictions nor does it include transmission contract customers' load therefore , there is no "TOTAL OTHER" classification within the Aurora model. The generation level "TOTAL OTHER" allocation within the JSS model (as shown on Schwendiman Exhibit 29, page 30) includes generation to cover Idaho Power Company s non-Idaho retail jurisdictional loads (Oregon) and transmission contract customers' loads. Within the Aurora model, all of Idaho retail loads (Idaho Oregon and Raft River) are combined and there is no transmission level customer load included. RESPONSE OF IDAHO POWER TO THE FOURTH PRODUCTION REQUEST OF THE IDAHO IRRIGATION PUMPERS ASSOCIATION, INC., Page 11 REQUEST FOR PRODUCTION NO. 4-: In the Company s response 2-2 to the IIPA , it is indicated that for light/heavy load hour purposes that it considers there to be 6 holidays that are all light-load hours. Please name each of these holidays. RESPONSE TO REQUEST FOR PRODUCTION NO. 4- The six NERC holidays are New Year s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day. RESPONSE OF IDAHO POWER TO THE FOURTH PRODUCTION REQUEST OF THE IDAHO IRRIGATION PUMPERS ASSOCIATION, INC., Page 12 REQUEST FOR PRODUCTION NO. 4-: The Company s response to 2-1 to the IIPA contained hourly data regarding "Aurora HR Load Output" and "2006 Total System HR Load." a. Is the hourly data under the tab "Aurora HR Load Output" the data upon which the power supply costs in this case were based? b. How do the timeframes and corresponding values compare between the tab Aurora HR Load Output" and the tab "2006 Total System HR Load" Specifically, the first entry for the tab "Aurora HR Load Output" is at 1/1/2007 Hour: 1 and has a value of 1 307 MW and the first entry for the tab "2006 Total System HR Load" has a time of 01-Jan-06 00:00:00 and a value of 1,450 MW. It would appear that these are corresponding values for the first hour of the year. All values and times appear to track each other until March 12, 2006 at 2-3 a. when daylight savings time went into effect. c. How are light-load and heavy load hours reflected in tab "Aurora HR Load Output" and tab "2006 Total System HR Load" (given daylight savings time)? d. The average usage during January 2006 was 1 680 MW, while under the Aurora model the January 2007 average was 5.9% higher at 1 779 MW. What caused this increase of 5.9% over January of the previous year? e. The maximum usage during January 2006 was 2 079 MW, while under the Aurora model the January 2007 maximum was 17.6% higher at 2,495 MW. What caused this increase of 17.6% over January of the previous year? f. By the Irrigators calculation, there were 308 heavy load hours in both January 2006 and 2007. The combined heavy load energy usage in the 2006 data was 558 213 MWH , while the 2007 showed and increase of 7.0%--up to 597 396 MW. What caused this increase to be so much larger than the average January energy increase of 5.9%? g. The combined light load energy usage in the 2006 data was 691 836 MWH, while the 2007 showed and increase of 4.9%--up to 725 850 MW. What caused this increase to be smaller than the average January energy increase of 5.9%? RESPONSE TO REQUEST FOR PRODUCTION NO. 4- Yes. The "Aurora HR Load Output" is the hourly load output that Aurora calculates based upon the annual load and monthly shape that are entered into the RESPONSE OF IDAHO POWER TO THE FOURTH PRODUCTION REQUEST OF THE IDAHO IRRIGATION PUMPERS ASSOCIATION, INC., Page 13 model as inputs.Please refer to Idaho Power s response to Irrigator s second production request , question 2.1 . These two tables are derived from different applications , where one accounts for actual data while the other is modeled data. Aurora does not model daylight savings time. Please see response b. The 2006 data is actual system data, while the 2007 data is a normalized forecasted load. The normalized load is weather adjusted to reflect a normal year.
