COMES NOW, Idaho Power Company ("Idaho Power" or "the Company ) and, in
response to Idaho Irrigation Pumpers Association , Inc.'s Second Set of Discovery
Requests to Idaho Power Company dated August 2 2007, herewith submits the following
information:
RESPONSE OF IDAHO POWER TO THE SECOND PRODUCTION REQUEST OF THE IDAHO

REQUEST FOR PRODUCTION NO. 2-Mr. Said's testimony beginning at
page 12 line 25 describes the fact that input into the power cost model reflected hourly
retail load. Please provide the following in Excel format:
For the power cost model run used in Exhibit 33, please supply the hourly
system retail loads used for each hour of the test year (specify date and
hour of each entry).
Please provide the comparable data to "" above for the actual data for
2006.
For the Power cost model run used in Exhibit 33 , please supply the hourly
Idaho Irrigation retail loads used for each hour of the test year (specify
date and hour of each entry).

RESPONSE TO REQUEST FOR PRODUCTION NO. 2-
The introduction to the Irrigation Pumpers' Association production Request
No. 2-1 incorrectly infers that Idaho Power inputs hourly retail loads into
power cost models. Hourly retail loads are not entered into the Aurora

model.Rather, total system loads are input to the Aurora model as
monthly and annual values. In addition , an hourly demand shape from the
2006 Integrated Resource Plan was input to shape the monthly and
annual load inputs into hourly system loads for the test year. The total
system annual and monthly loads, along with the hourly load output and
the total system hourly demand shape used in the 2007 Test Year are on
the enclosed compact disc.
The total system hourly load for 2006 is on the enclosed compact disc.
As mentioned in response 2-1 a, the inputs used in Aurora are entered as
total system loads, not retail or jurisdictional loads.
The hourly 2006 actual information is only available as total system load
which has been provided in response 2-1 b.

RESPONSE OF IDAHO POWER TO THE SECOND PRODUCTION REQUEST OF THE IDAHO
IRRIGATION PUMPERS ASSOCIATION, INC., Page 3
REQUEST FOR PRODUCTION NO. 2-The Irrigators would like to quantify
the impact on the Company s net power costs of shifting 10 MW each hour of on-peak
energy to the off-peak. For purposes of this request , assume on-peak is defined as
every weekday (except holidays) between 7:00 A.M. to 9:00 P.M. (70 hour per week)
and the corresponding increase in usage of 700 MWh is spread evenly (7.14 MW) over
the remaining 98 off-peak hours during the week. Please supply the Company s net
power costs under these assumptions in a format similar to Exhibit 33 page 1. If other
assumptions need to be made regarding this request , please specify.
RESPONSE TO REQUEST FOR PRODUCTION NO. 2-
By subtracting 10 MWs from the hours HE8 through HE21 , and adding 7.14 MWs
to all other hours (under four tested scenarios: including or excluding NERC holidays
and including or excluding the HE8 through HE21 on NERC holidays) during the 2007
load year, the total added hours plus subtracted hours does not net to zero (i.e. the
shifting method requested in the production request does not balance.
Using the method as described in the data request, but correcting the hours to
result in a net zero change in total load over the year , the corrected amount of MWs to
spread over non-peak (and holiday hours) is 6.878612717. This value was calculated
using the following formula:

this response. The total system power supply expenses of $41.0 million , as shown in
Exhibit 33, are reduced to $40.0 Million , a difference of $938 900 as a result of this load
shift.

REQUEST FOR PRODUCTION NO. 2-With respect to Request 2-2 above
what is the allocated portion of the net power costs to the Idaho Jurisdiction, assuming
that the 10 MW on-peak shift to off-peak all occurred in Idaho?
RESPONSE TO REQUEST FOR PRODUCTION NO. 2-
The net impact to the Idaho Jurisdiction by using the assumptions from Request
2 above would be $889,310, 94.7 percent of the 938 900 power supply expense
change. The modeled assumptions do not include any other impact of shifting loads
that should be considered including revenues from the Irrigation Peak Rewards
program , the impact on taxes, etc. This amount is allocated based upon an annual
energy factor which does not change when load is shifted from peak to off-peak hours.

REQUEST FOR PRODUCTION NO. 2-The Irrigators would like to quantify

energy to on-peak. For purposes of this request, assume that 10 MW is added during
every weekday between 7:00 a.m. to 9:00 p.m. (70 hours) and the corresponding
reduction in usage of 700 MWh is spread evenly (7.14 WM) over the remaining 98 off-
peak hours during the week. Please supply the Company s net power costs under
these assumptions in a format similar to Exhibit 33 page 1. If other assumptions need
to be made regarding this request, please specify.

The net impact to the Idaho Jurisdiction by using the assumptions from Request
2 above would be $933 345, 94.7 percent of the 985 600 power supply expense
change. The modeled assumptions do not include any other impact of shifting loads
that should be considered including revenues from the Irrigation Peak Rewards
program, the impact on taxes , etc. This amount is allocated based upon an annual
energy factor which does not change when load is shifted from peak to off-peak hours.

A complete study can not be undertaken without examining the full impact of changing
the revenues and expenses within the model. Therefore , only page two of the study,
showing the separation of the Power Supply Costs summary, has been attached.

program, the impact on taxes , etc. This amount is allocated based upon an annual
energy factor; the percentage amount of the allocation to Idaho is the same as the net
power supply costs as filed.
