Energy use by schedule prior to weather normalization. Weather normalized energy use by schedule. The development of energy allocators used in the Jurisdictional Separations Study. The development of energy allocators used in the Idaho Class Cost of Service Study. The development of the system energy load used in the Company AURORA power supply model runs. Identify and discuss any forecast adjustments included in the energy amounts provided in a) through e) above. RESPONSE TO REQUEST FOR PRODUCTION NO.1 0: The Company s filing is based on a forecast 2007 test year. Energy use by schedule prior to weather normalization was not used to develop the weather normalized use by schedule, because actual energy use data did not exist. The normalized energy forecast was prepared assuming median weather conditions throughout the year and using the same methodology that has been used in previous other forecasts including the Company s Integrated Resource Plan. An overview of this methodology is provided in Appendix A-Sales and Load Forecast for the 2006 Integrated Resource Plan within the Introduction" section on pages 1 and 2 and within the "Overview of the Forecast" section on pages 3 and 4. Greater detail on the forecast method for each classification of load is provided on pages 9 through 22 of Appendix A. Appendix A is available on the Company Web site at the following URL address: http://www.idahopower .com/energycenter/irp/2006/20061 RP Final. htm RESPONSE OF IDAHO POWER TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF - 2 The normalized energy forecast by customer class for the Company s total system is enclosed with this response. The attachment includes three tables. Table I includes the normalized energy forecast, excluding line losses , for each customer class by billing month. Table II includes the normalized energy forecast , excluding line losses, for each customer class by calendar month. Table III includes the normalized energy forecast including line losses , for each customer class by calendar month. Energy-related expenses were allocated based on normalized jurisdictional kilowatt-hour sales, adjusted for line losses, to establish energy requirements at the generation level. The energy-related allocation factors were the 2007 test year load at generation level (E10), and at customer level (E99). The respective values used in these energy allocation factors are shown on lines 975 and 976 of Exhibit No. 30. The data and calculation of the energy factors is shown on Ms. Schwendiman s workpapers , pages 147 through 173. RESPONSE TO REQUEST FOR PRODUCTION NO. 101: Enclosed with this response is a memo that describes the general approach used to produce the normalized 2007 energy sales forecast used in the Company s filing along with a description of any adjustments. RESPONSE OF IDAHO POWER TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF - 4 REQUEST FOR PRODUCTION NO. 11 Please provide the following demand information used in the Company s filing. Demand by schedule prior to any adjustments. Demand by Schedule after any adjustments as used for revenue calculations in Company Exhibit No. 59. The development of demand allocators as used in the Jurisdictional Separations Study. The development of demand allocators as used in the Idaho Class Cost of Service Study. RESPONSE TO REQUEST FOR PRODUCTION NO. 11: There were two categories of demands used in this rate case proceeding: billing demands and coincident demands.Billing demands were used for revenue calculation and rate design. The test year billing demands were derived from the billing month normalized test year energy. Coincident demands were used to develop the demand-related allocation factors for the jurisdictional separation study and the class cost- of-service study. Coincident demands were created by applying the five-year median demand ratios from the load research sample to the test year calendar month normalized energy. Since each of these categories of demands were derived from the normalized test year energy, any adjustments made to the normalized energy are reflected in the demands. RESPONSE OF IDAHO POWER TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF - 5 The electronic files that detail the derivation of the billing demands used in the revenue calculations on Exhibit 59 were provided as part of the Company s Response to Request No.1 0 of Micron s First Request for Production. The average of the twelve monthly coincident peak demands was used to allocate the demand-related costs in the jurisdictional separation study. The demand- related allocation factors used in the study are designated as D10 , D11 , and D60. The respective values used in these demand allocation factors are shown at line numbers 970 through 972 of Exhibit No. 30 "Development of Jurisdictional Allocation Factors , the allocation section from the Company jurisdictional separation study. The data and calculation of D10, D11 , and D60 are found in Ms. Schwendiman s workpapers pages 133 through 147. The number of customers by Schedule prior to any adjustments. The number of customers by Schedule after any adjustments as shown in Company Exhibit No. 59. The development of the number of customers used in the Company Jurisdictional Separations Study. The development of the number of customers used in the Company s Class Cost of Service Study. Identify and discuss any forecast adjustments included in the amounts of customers provided in a) through d) above. RESPONSE TO REQUEST FOR PRODUCTION NO. 12: The Company forecasts customer counts by broader customer classes rather than by rate schedule , i.e., by residential , commercial, industrial and irrigation. For the test year, the customer forecast was segmented into each rate schedule in proportion to the 2006 actual customer counts by rate schedule. This process is shown in the Excel file titled BiliingUnits RetaiIRates.xls" provided as part of the Company s Response to Request No. 1 0 of Micron First Request for Production. The tab labeled "Act USA" details the segmentation process. The Company s customer forecast is based on the number of active meters. However, to derive the test year revenue shown on Exhibit No. 59 , the number of customers was converted into the number of bills. This conversion was completed by applying the 2006 ratio of number of bills to number of active meters to the 2007 customer forecast for each rate schedule. The ratios used in this process are also contained in the Excel file titled "BiliingUnits RetaiIRates.xls" on the tab named "% Bills." The test year RESPONSE OF IDAHO POWER TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF - 8 number of bills by rate schedule used in the revenue calculations shown on Exhibit No. 59 can be found on the "New Usages" tab in the same file. RESPONSE TO REQUEST FOR PRODUCTION NO. 12c: The only customer count information used in the 2007 jurisdictional separation study, shown in Ms. Schwendiman s workpapers, pages 182 through 189, was the use of 2006 customer count information for the development of the allocation factors for FERC accounts 902 903 908 and 909 expenses. RESPONSE TO REQUEST FOR PRODUCTION NO. 12d & e: The customer numbers used in the Company s class cost-of-service study are the same as those referenced in the Response to Request No.12b that appear on Exhibit No. 59 , page 1 of 23 , column 2. One adjustment was made to the customer forecast for Schedule 7 and Schedule 9 Secondary outside of the file referenced in Response to Request Nos. 12a and This adjustment was made to recognize the migration of approximately 4 000 customers from Schedule 7 to Schedule 9 Secondary that began in June 2006. Order No. 30035 in Case No. I PC-05-28 authorized a revision to the eligibility criteria for the two rate schedules effective June 1 , 2006 that resulted in this customer movement. As stated RESPONSE OF IDAHO POWER TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF - 9 in the Response to Request No. 12a, the Company does not forecast customer counts for each rate schedule individually. As a result, the 2007 customer forecast was segmented into the various rate schedules according to the 2006 customer numbers. Since this change to the Schedule 7 and Schedule 9 Secondary eligibility criteria impacted only the second half of 2006, an adjustment was made to monthly customer counts for the two rate schedules for the first half of 2006 in an effort to annualize the effects of the tariff revision. An electronic file that details the adjustment to 2006 actual Schedule 7 and Schedule 9 Secondary customer counts is included with this response. RESPONSE TO REQUEST FOR PRODUCTION NO. 13: The requested information is voluminous and contains specific customer information which the Company believes should be held in confidence. As a result, the requested information will be made available in the Idaho Power Company Legal Department located in the Company s corporate offices for review by Staff and intervenors following execution of a protective agreement. If the performance objectives differ between the Customer Service Call Center and the Distribution Operation Center, please explain. RESPONSE TO REQUEST FOR PRODUCTION NO. 14: The Idaho Power Company Customer Service performance objectives for answering incoming calls are to achieve a service level of 80% of the calls answered in 30 seconds or less. This measure is based on incoming Customer Service calls including outage calls directed to Customer Service Specialists after normal business hours and on weekends. Customer Service Specialists reporting to the Distribution Operation Center were relocated to new facilities in 2007 , but Customer Service performance objectives have always incorporated Customer Service Specialist calls as they are members of Customer Service.
