HomeMy WebLinkAbout20110404min.docIDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING APRIL 4, 2011 – 1:30 P.M. In attendance were Commissioners Mack Redford, Marsha Smith and Paul Kjellander. Commissioner Redford called the meeting to order. He welcomed back Commissioner Paul Kjellander, who was recently appointed by Governor Otter to fill a vacant seat on the Commission. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Tuesday, March 29th, 2011. The Commission voted unanimously to approve the minutes as written. The second order of business was approval of the CONSENT AGENDA: 2. Keith Hessing's April 1, 2011 Decision Memorandum re: Monsanto Tariff Revision - Schedule 400, Case No. PAC-E-10-07. 3. Terri Carlock's April 1, 2011 Decision Memorandum re: PacifiCorp Requested Short-Term Debt Authority of $1.5 Billion, Case No. PAC-E-11-09. There was no discussion and the Commission voted unanimously to approve Staff’s recommendations for items 2 and 3 on the Consent Agenda. FULLY SUBMITTED MATTERS: 4. Deliberation re: Idaho Power's Applications for a Determination Regarding Power Purchase Agreements with Wind Developers: Alpha, Bravo, Charlie, Delta, Echo, Case Nos. IPC-E-10-51, IPC-E-10-52, IPC-E-10-53, IPC-E-10-54 AND IPC-E-10-55, Respectively. [Kristine Sasser, Attorney] 5. Deliberation re: Idaho Power's Three Applications for a Determination Regarding Power Purchase Agreements with Murphy Flat Mesa, Murphy Flat Energy, and Murphy Flat Wind, Case Nos. IPC-E-10-56, IPC-E-10-57 and IPC-E-10-58, Respectively. [Kristine Sasser, Attorney] 6. Deliberation re: Idaho Power's Two Applications for a Determination Regarding Power Purchase Agreements with Rainbow Ranch Wind and Rainbow West Wind, Case Nos. IPC-E-10-59 and IPC-E-10-60, Respectively. [Kristine Sasser, Attorney] Commissioner Redford stated that items 4, 5 and 6 would be deliberated privately. The final order of business before the Commission was OTHER MATTERS: 7. Election of PUC President pursuant to Idaho Code 61-203. Commissioner Redford made a motion to elect Paul Kjellander president of the Idaho Public Utilities Commission. He stated Commissioner Kjellander is well suited for the position of president, having been a former legislator, PUC Commissioner, and head of the Idaho Office of Energy. He stated that the PUC certainly benefits from Commissioner Kjellander’s experience and knowledge, and he will guide the Commission to bigger and better things. He then turned the chairmanship of the meeting over to Commissioner Kjellander. Commissioner Kjellander thanked the other Commissioners and said he appreciated being back, noting that it is a three-member Commission and there is no such thing as a super Commissioner. He said he looked forward to working with everyone again.
