IPC-06- IDAHO POWER'S RESPONSE TO THE FIRST PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMES NOW, Idaho Power Company ("Idaho Power" or "the Company and , in response to the First Production Request of the Commission Staff to Idaho Power Company dated August 22 , 2006, herewith submits the following information: IDAHO POWER'S RESPONSE TO THE FIRST PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER, Page REQUEST NO.1: Please provide a spreadsheet showing the following for each of the 26 Idaho net metering customers: excess generation by month for at least the past 12 months rate schedule under which each customer is billed for consumptive use nameplate rating of the generating unit type of generating resource (e., solar, wind, small hydro, etc. Identities of individual customers do not need to be provided. RESPONSE TO REQUEST NO. The requested information is included as an attachment to this response. The response to this request was prepared by Scott Gates , Program Specialist, and Jeannette Bowman , Analyst, Idaho Power Company, in consultation with Monica Moen , Attorney II , Idaho Power Company. IDAHO POWER'S RESPONSE TO THE FIRST PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER , Page 2 REQUEST NO.2: Please estimate the amount of costs that Idaho Power believes are shifted to all customers within the Residential and Small General service customer classes as a result of the Company s Schedule 84 net metering program. RESPONSE TO REQUEST NO. Since Residential and Small General Service net metering customers have a single meter, the Company is unable to determine how much energy was produced by customers to offset their usage. Therefore, the Company cannot compute the cost shifting within these classes for the energy offset portion of net metering customers' generation. However, the Company is able to determine how much energy was generated in excess of a customer s usage. Currently, the Company is paying the retail energy rate for these customers' generation. For Residential and Small General Service customers, the energy charge attempts to recover not only the energy costs of serving the customers, but also much of the fixed costs such as distribution and transmission facilities. However, the Company is proposing to pay only for the value of the energy cost component. The difference between the energy charge and the energy cost component is the cost of net excess generation that is being shifted to all the other customers within the net metering customer s rate class.
