IPC-06- ) (To Rick Sterling) IDAHO POWER COMPANY' SECOND SUPPLEMENTAL RESPONSE TO THE FIRST PRODUCTION REQUEST OF COMMISSION STAFF COMES NOW, Idaho Power Company ("Idaho Power" or "the Company") and , in response to the First Production Request of the Commission Staff to Idaho Power Company dated June 16, 2006, herewith submits the following supplemental information: REQUEST NO. 61: Please discuss the status of Idaho Power s plans to upgrade the Borah-West transmission path. Was an upgraded Borah-West transmission path assumed to be available in the evaluation of RFP bids? Were transmission cost estimates for projects east of the Treasure Valley area less in the March 2005 RPF than in previous thermal RFPs due to an assumed upgraded Borah-West transmission path? IDAHO POWER COMPANY'S SECOND SUPPLEMENTAL RESPONSE TO THE FIRST PRODUCTION REQUEST OF COMMISSION STAFF, Page RESPONSE TO REQUEST NO. 61: Idaho Power did not receive any bids in this RFP that would require energy to cross the Borah-West transmission constraint. As a result, upgrades to the Borah-West transmission path did not affect favorably or unfavorably the evaluations of any bids received in this RFP. The response to this request was prepared by F. Gregory Hall , Principal Engineer, Idaho Power Company, in consultation with Barton L. Kline, Senior Attorney, Idaho Power Company. SUPPLEMENTAL RESPONSE TO REQUEST NO. 61: The Borah West upgrade included in the 2004 IRP is intended to support anticipated renewable generation that will be located in Eastern Idaho. Because this upgrade is required for generation requirements independent of the peaking resource, it cannot be regarded as an alternative to construction of an additional peaking resource to meet electrical demands. The response to this request was prepared by F. Gregory Hall, Principal Engineer, Idaho Power Company, in consultation with Barton L. Kline, Senior Attorney, Idaho Power Company.
