REQUEST NO. 57: Please discuss how the operation of the Danskin
plant will change once the Evander Andrews plant becomes operational. Please
provide numerical data showing the monthly difference in the amount of expected
generation from the Danskin plant with and without the Evander Andrews plant.
RESPONSE TO REQUEST NO. 57: The new plant will have the lowest
heat rate of Idaho Power s fleet of combustion turbines and would typically be
dispatched first, followed by the Bennett Mountain plant and then the two remaining
simple cycle turbines at Danskin. These turbines are all capable of partial load
operation which provides Idaho Power with additional flexibility (by combining turbines
and loading combinations) to meeting system demand. For a further analysis , please
refer to the response to Request No. 18 concerning the AURORA model runs.

REQUEST NO. 58: Did Idaho Power consider converting the Danskin
plant to combined cycle as an alternative to the Evander Andrews plant? If so, please
explain why that alternative was rejected and provide a copy of any analysis completed
by Idaho Power justifying this decision.
RESPONSE TO REQUEST NO. 58: Idaho Power has considered
converting the existing Danskin units to combined cycle operation. This alternative was
considered in both the 2002 and the 2004 Integrated Resource Plans. While converting
the existing Danskin units to combined cycle operation was considered as an alternative
in the 2004 I RP, it was not analyzed as a direct alternative to the 88 MW peaking
resource included in the preferred portfolio (Portfolio 11).
Twelve portfolios of resources were analyzed in the 2004 IRP. Converting
the existing Danskin units to combined cycle operation was included in one of the 12
portfolios of resources (identifed as Portfolio 4 in the 2004 IRP). Results of the portfolio
ranking analysis showed that Portfolio 11 finished in 1 st place and Portfolio 4 finished in
th place. Details of this analysis are included in the 2004 IRP and the Technical
Appendix thereto.
In addition to the portfolio analysis , a table comparing the estimated
capital and operating costs of the 88 MW peaker (which was assumed to be two 43.
MW units) and the Danskin combined cycle conversion are also included in the
Technical Appendix of the 2004 IRP. Since the peaker is anticipated to operate in
peaking service (1-10% capacity factor) and the combined cycle conversion is expected
to operate in intermediate (20-50% capacity factor) or baseload service (50-85%

capacity factor), the expected usage or duty cycle of the resource must be considered
when comparing estimated operating costs.

REQUEST NO. 61: Please discuss the status of Idaho Power s plans to
upgrade the Borah-West transmission path. Was an upgraded Borah-West transmission
path assumed to be available in the evaluation of RFP bids? Were transmission cost
estimates for projects east of the Treasure Valley area less in the March 2005 RPF than
in previous thermal RFPs due to an assumed upgraded Borah-West transmission path?
RESPONSE TO REQUEST NO. 61: Idaho Power did not receive any
bids in this RFP that would require energy to cross the Borah-West transmission
constraint. As a result, upgrades to the Borah-West transmission path did not affect
favorably or unfavorably the evaluations of any bids received in this RFP.

RESPONSE TO REQUEST NO. 66: No. In accordance with Idaho Code
961-526, the Company will not pursue construction of a generation facility without a
Certificate of Convenience and Necessity. However, the Company would also hope
that if the Commission were to deny the Company s application for a Certificate of
Convenience and Necessity, the Commission would provide guidance that would assist
the Company in pursuing an alternative to construction of the Evander Andrews power
plant.

REQUEST NO. 69: Please discuss the status of Idaho Power s plans to
upgrade the Shoshone Falls project to be in service in 2007.
RESPONSE TO REQUEST NO. 69: The license for this project has
been issued; however, delays in issuing the license has postponed the in service date
of the proposed Shoshone Falls upgrades. Idaho Power Company is also presently in
the process of obtaining a license amendment for the Shoshone Falls project. The
Company anticipates filing the final license amendment application with the Federal
Energy Regulatory Commission in July 2006. The plans involve removal of older units
and 2 which have a combined capacity of approximately one MW with a new
powerhouse containing a single unit of 50 MW at peak efficiency. Existing unit 3 at the
Shoshone Falls plant, with a capacity of about 14 MW , will remain at the facility.
Engineering and procurement are scheduled to occur in 2007. Construction will begin
in Spring 2008 with an online date of Fall 2010.
