IPC-05- IDAHO POWER COMPANY' RESPONSE TO THE FOURTH PRODUCTION REQUEST OF COMMISSION STAFF COMES NOW , Idaho Power Company ("Idaho Power" or "the Company and in response to the Fourth Production Request of the Commission Staff to Idaho Power Company dated January 12 , 2006 , herewith submits the following information: REQUEST NO. 29: What is the Company s general record keeping or filing process specific to the Continuous Service Program? What are the costs associated with maintaining hard or printed copies of records specific to the Continuous Service Program? RESPONSE TO REQUEST NO. 29: A complete record of all agreements and transactions relating to Continuous Service are maintained electronically within the IDAHO POWER COMPANY'S RESPONSE TO THE FOURTH PRODUCTION REQUEST OF COMMISSION STAFF Page Company s Customer Information System (CIS PLUSCID ). However , the Company keeps a paper record of each completed Continuous Service Listing letter received from property managers. In addition , the Company also retains a paper copy of any other written requests to add, delete or make changes to properties under Continuous Service. Approximately 25 000 paper documents relating to Continuous Service are received annually. Continuous Service documents that are received during the most recent two calendar years are kept on file at the Company s Customer Service Center within two Steelcase lateral file cabinets, five feet high by 42 inches wide. The 2006 replacement cost of these cabinets is approximately $900 each for a combined cost of 800. At the end of two calendar years, documents are put into boxes and shipped to the Company s Record Center where they are retained for an additional 10 years. REQUEST NO. 30: What were the fully-loaded annual administrative labor costs associated with the Continuous Service Program in 2004 and 2005? RESPONSE TO REQUEST NO. 30: The Company does not have a position or positions dedicated to operating the Continuous Service Program nor does it specifically track the labor associated with operating the program. However, the management of the Company s Customer Service Center has estimated that the equivalent of approximately two full-time employees is required to successfully manage the administrative work associated with the Continuous Service Program. The average IDAHO POWER COMPANY'S RESPONSE TO THE FOURTH PRODUCTION REQUEST OF COMMISSION STAFF Page 2 fully loaded labor cost of a full-time Customer Service Representative was $51 967 in 2004 and $55 107 in 2005. Accordingly, the annual administrative labor cost associated with managing the Continuous Service Program was approximately $103 934 in 2004 and $110 214 in 2005. REQUEST NO. 31: Does the Company provide scripts for Customer Service Representatives that provide guidance when discussing confidential account information with property managers and/or customers who are tenants of property managers? Please provide a copy of the script described in this request. RESPONSE TO REQUEST NO. 31: Specific scripts regarding the Company s Continuous Service Program are not provided. However , Company representatives are instructed to treat each customer s account information as private and confidential at all times. Customer Service Representatives are instructed to adhere to the Company s policy regarding the sharing of account information , which requires that property managers provide proper authorization from the customer prior to receiving any confidential account information. REQUEST NO. 33: What letter is used by the Company to inform property managers of a service denial? Please provide a copy of the letter template or form. RESPONSE TO REQUEST NO. 33: The Notification to Current Customer of Applicant Denial letter is used to inform property managers of a service denial. The use of this letter is not limited to the Continuous Service Program, although an IDAHO POWER COMPANY'S RESPONSE TO THE FOURTH PRODUCTION REQUEST OF COMMISSION STAFF Page 4 estimated 90% of the letters are sent to property managers. Kline, Senior Attorney, Idaho Power Company. REQUEST NO. 34: How is the effective date on the Notification of Revert to Service letter determined? RESPONSE TO REQUEST NO. 34: The generation of the Notification of Revert to Service letter is initiated by the online completion of the "turn-on" order that transfers service into the property manager s name. The effective date listed on the letter is determined by the time that the letter is actually generated within (CIS PLUSCID during nightly transaction processing. Since the nightly transaction processing occurs over two dates each day, the effective date will depend on whether the letter was generated before or after midnight. Most turn-on service orders are completed online within a day of obtaining the beginning meter reading. REQUEST NO. 35: For each letter relating to the Continuous Service Program , what triggers the letter to be mailed and does it occur manually or automatically? Continuous Service Listinq - This letter is manually requested each time a property manager requests to add , delete or make changes to more than three properties under Continuous Service. This letter is also generated once annually through a batch mailing process to provide all property managers with an opportunity to evaluate each property receiving Continuous Service. b. Notification of Revert to Service - This letter is automatically generated upon the online completion of the turn-on order that transfers service into the property manager s name. c. Property Manaqer Notification of Termination of Service - This letter is automatically generated at the same time the Final Disconnection Notice is generated for the tenant. d. Notification of Cancellation of Continuous Service - This letter is manually requested whenever a property manager has one or more properties with a cumulative unpaid balance greater than $25 that is at least 60 days past due. e. Notification of Current Customer of Application Denial - This letter is manually requested whenever an applicant is denied service and the current customer has not yet requested the service be disconnected.
