The NW Energy Coalition and its Idaho members have an interest in the outcome of the
Commission s investigation of appropriate ratemaking treatment ofIdaho Power
Company s SO2 allowance sale proceeds (IPC-05-26), and as a result we respectfully
request to participate in this matter at the scheduled workshop on Nov. 23.
The Coalition has 14 member organizations in Idaho and has been active in proceedings
before the Idaho Public Utilities Commission. In addition, the Coalition or its Idaho
members have been represented on the Idaho Power Energy Efficiency Advisory Group
as well as the company s current 2006 Integrated Resource Plan Advisory Council. The
Coalition believes the ratemaking treatment of the sale proceeds from these allowances
may have an impact on future decisions affecting Idaho ratepayers as well as decisions on
the company s energy portfolio.
The Coalition recognizes that the pending workshop proceedings are between Idaho
Power and the Commission. Our request to participate in the workshop proceedings is to
provide any pertinent information that may be requested, and to observe the disposition
of and ratemaking treatment of these assets.
