Dear Commissioners: This letter is written by way of a follow up to information submitted by Idaho ~ower at the request ofIPUC staff. Initially, Arrow Rock Wind, Inc. CiOntempJated leasing the turbines and entered into negotiations with Invenergy to do the same. This resulted in the draft, Jesse agreement that was submitted to the Commission. After informal conversations with PUC staff, and concerns raised by statt: we d;ecided that it would be best to own the facilities. Therefore we went back and began negotiation with Invenergy in Jun~ 200S. At approximately the same time that Idaho Power filed the moratorium on wind projects. Because of the moratorium. our momentum in moving forward with the purchase of the wind turbine facilities slowed. It wu only after that Idaho Power in late July signed die cOntract and ' , forwarded it to the PUC that we reinidated our work to purchase the wind turbines. , , We are on track to purclwe the wind turbines and hope to finish negotiations ~gust 30 and 31" T eel S.
