PROJECT INVESTMENT IN REVENUE REQUIREMENT.

REQUEST OF THE
COMMISSION STAFF TO
IDAHO POWER COMPANY
The Staff of the Idaho Public Utilities Commission, by and through its attorney of record
Donald L. Howell, II, Deputy Attorney General, requests that Idaho Power Company (Company;
IPC) provide the following documents and information as soon as possible, but no later than
FRIDAY, APRIL 8, 2005.
This Production Request is to be considered as continuing, and Idaho Power Company is
requested to provide, by way of supplementary responses, additional documents that it or any
person acting on its behalf may later obtain that will augment the documents or information
produced.
For each item, please indicate the name of the person(s) preparing the answers, along
with the job title of such person(s) and the witness who can sponsor the answer at hearing.
FIRST PRODUCTION REQUEST TO
IDAHO POWER COMPANY MARCH 23 , 2005
REQUEST NO.1: Please provide a detailed cost breakdown for the following:
a) all costs for the Bennett Mountain Project that are above the Mountain View
contract amount of $44.6 million, and
b) all costs for transmission and interconnection facilities required to integrate the
Bennett Mountain Power Plant into the Company s system.
REQUEST NO.2: Please list and describe all significant change orders (in excess of
000) associated with the Bennett Mountain project. Please list the added cost for each
significant change order.
REQUEST NO.3: Please provide a description of the transmission construction or
upgrades and costs made for the following:
a) transmission between the Bennett Mountain Plant switchyard and Idaho Power
existing 230 kV line located approximately four miles north of the project site
and
b) transmission on the existing 230 kV line north of the project site (between
Mountain Home and Boise).
Include a description of all new equipment added, any modifications made to existing
equipment, any new or replaced conductors, any new equipment or modifications to substations
and any operational changes that have been made to integrate the Bennett Mountain Project into
Idaho Power s system.
REQUEST NO.4: Please quantify the increase in transmission capacity (if any) made
available as a result of upgrades to the existing 230 kV transmission line located north of the
project site (between Mountain Home and Boise). If there is additional transmission capacity
that is over and above the capacity needed for the Bennett Mountain plant (as currently built),
what is the intended use of the additional capacity? Can Idaho Power identify any additional
revenues associated with the additional capacity?

REQUEST NO.5: For that portion of the transmission line connecting the Bennett
Mountain plant to Idaho Power s existing 230 kV line, was that line built with additional
capacity over and above that needed for Bennett Mountain (as currently built)? If yes, please
quantify the over capacity and the intended use of the additional capacity.
REQUEST NO.6: Did Idaho Power elect to oversize the gas supply pipeline that
interconnects the project with the Williams NW pipeline (greater than the 8-inch pipeline
included in Mountain View s bid)? If so , what size of pipeline was installed and what was the
incremental cost incurred to install the larger size pipeline?
REQUEST NO.7: Has ownership of the Bennett Mountain plant been transferred to
Idaho Power? If so, what was the Provisional Acceptance Date, what was the Final Acceptance
Date, and when was title transferred?
REQUEST NO.9: What is the cost of the capitalized start-up fuel? Specify the account
number where it is booked, the volume and dollar amount of fuel and its purchase price per
thermo
REQUEST NO. 10: Has Idaho Power completed its performance tests for the plant?
, did the plant meet the testing criteria contained in the purchase agreement?
REQUEST NO. 11: When will the Company distribute "bill stuffers" concerning the
proposed base rate increase to its customers?
