IDAHO PUBLIC UTILITIES COMMISSION

MINUTES OF DECISION MEETING

DECEMBER 20, 2010 – 1:30 P.M.

In attendance were Commissioners Jim Kempton, Marsha Smith, and Mack Redford.

Commissioner Kempton called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Monday, December 13th, 2010. The Commission voted unanimously to approve the minutes as written.

The second order of business was approval of the CONSENT AGENDA:

Carolee Hall's December 17, 2010 Decision Memorandum re: Application for Approval of an Amendment to the Interconnection Agreement Between Qwest Corporation ("Qwest") and Primetime Ventures, LLC ("Primetime"), Case No. QWE-T-05-08.3. Carolee Hall's December 17, 2010 Decision Memorandum re: Application for Approval of an Amendment to the Interconnection Agreement Between Qwest Corporation ("Qwest") and Entelegent Solutions ("Entelegent"), Case No. QWE-T-09-17.4. Gerry Galinato's December 15, 2010 Decision Memorandum re: Compliance Filing - Tariff, Case No. MUR-W-10-01.
There was no discussion and the Commission voted unanimously to approve Staff’s recommendations for items 2 through 4 on the Consent Agenda.

5. Deliberation re: Idaho Power's Application to Change the Start of an Amortization Period and Approval of Deferral Amounts that Were Disallowed in a FERC Docket, Case No. IPC-E-10-28. Commissioner Kempton stated that items 5 through 8 would be deliberated privately following the meeting and item 9 would be deliberated after the final public hearing in the case which was scheduled for that evening.
There was no further business before the Commission and Commissioner Kempton adjourned the meeting.
