SUBJECT: Leadore, Idaho area wind farm
Dear Karl:
Leadore, Idaho area wind farm for Idaho Power Company and/or their
Associates to own, construct and operate.
Request that Idaho Power Company include the Leadore, Idaho area wind
farm in their future power requirements for a large savings to their rate payers.
Case No. IPC-04-18- Order No. 29614
Capital Enterprises, Inc.Warren Chapman and the general public does not
understand why Idaho Power Company has refused the offer made to them
concerning the wind farm in the Leadore, Idaho area. This would be a large
savings to the general public as spelled out in the letter dated 11-26-, which
includes about 85 pages of information and is also on the Web-Site
leado reidaho windfarm. co m.
If Idaho Power Company does not recommend to the Idaho Public Utilities
Commission, within the comment period between December 3 and December
, 2004, that an opportunity has came up &om Capital Enterprises, Inc. on a
wind farm, that would save the rate payers and customers of Idaho Power
Company millions of dollar per year. This would be about 60/0 of their total
power bill for many years. (46 million per year)
If Idaho Power Company does not change their ten year plan or forecast on

energy production within this comment period, December 3 to December 23
2004, they will not be looking after the following
a. The General Public s future energy cost
b. Our National security (dependent on foreign oil)c. We are at ward. We have military and other personal in danger. (Probably
oil reasons)
e. Idaho Power Company and/or their Associates are turning
down a one hundred million dollar plus energy tax credits.
This does not include energy production cost savings to the
general public.
Idaho Power Company and/or their parent company,
Idacorp, and Chairman of the Board- John Miller, are not
looking after their stockholders.
Does Idaho Power Company or their Associates have some personal gains by
not getting involved in the Leadore, Idaho area wind farm?
Capital Enterprises, Inc. and Warren Chapman are requesting an explanation
and a copy of Idaho Power Company s answer to the Idaho Public Utilities
Commission. This is required under title 61 of the Idaho Code and the
Commission Rules of Procedure, IdaP 31.01.000 et.seq. to answer these
comments about Case No. IPC-04-18 and Order No. 29614 by December
, 2004, that Idaho Power Company and the Idaho Public Utilities
Commission received before December 3, 2004 &om the general public and
Idaho Power Company s customers.
The reasons that Capital Enterprises, Inc. and Warren Chapman are requesting
this information is so they can let the general public know about Idaho Power
Company s decision. There are over 200 000 people that are their customers
and/or stockholders of Idacorp, chairman of the Board, John Miller, which is
the parent company of Idaho Power Company.
The offer was given to Idaho Power Company because Warren Chapman
personal situation and health problems.
10-Consider this a great gift to the general public. This is one hundred million
dollars plus, in tax credits for Idaho Power Company and/or their Associates

and a saving to the general public of about forty six million dollars per year,
for about fifty years on the first phase of 540 MW and the other 1,540 MW
available for future expansion if required or desired
11-If the comments &om Idaho Power Company and the Idaho Public
Utilities Commission on Case No. IPC-04-18 and Order No. 29614 is not
satisfactory to Warren Chapman and the general public, we will have no other
choice to consider a class action lawsuit in Federal Court to get an
explanation about this Case.
12-The above class action lawsuit should only take place if:
A- If Idaho Power Company does not have the authority to act on thiscase.
B- If Idaho Public Utilities CoITh-nission does not have the authority to act
on this case.
C- If the Idaho Legislators will change the laws to protect the general
public if required.
