Case No. IPC-04- Case No. IPC-04- IDAHO POWER RESPONSE TO FIRST PRODUCTION REQUEST, Page COMES NOW , IDAHO POWER COMPANY ("Idaho Power" or lithe Company ), and in response to the First Set of Production Requests of the Commission Staff received by Idaho Power, herewith submits the following information: Request No.1: On page 16 , lines 9-11 of Kip Runyan s rebuttal testimony on behalf of U.S. Geothermal , he states, On May 21 2004 , two months after U.S. Geothermal filed its Complaint, Idaho Power sent a letter to U.S. Geothermal that, for the first time in negotiation, denied entitlement to the published rates for the U. Geothermal project. ) Using the AURORA model , consistent with the methodology as described in the attached document as accepted in the Settlement Stipulation in Case No. IPC-95-9 and using assumptions consistent with Idaho Power s 2002 IRP please compute an avoided cost rate for the proposed U.S. Geothermal project. Also attached for reference is a document previously prepared by Idaho Power with its own description of the same methodology. ) Please provide Staff in an AURORA format all input and output files used in the foregoing analysis. Response 1 a): Upon receipt of this production request, Idaho Power contacted the Idaho Public Utility Commission (IPUC) staff (Rick Sterling) and discussed the portion of the request that asks Idaho Power to utilize assumptions consistent with Idaho Power s 2002 Integrated Resource Plan (IRP). The 2004 IRP was filed with the IPUC on Friday August 27 2004. Idaho Power recognizes that the 2004 IRP has not yet been accepted by the IPUC. However, in preparing the 2004 IRP considerable amount of time was spent updating the forecasts and assumptions IDAHO POWER RESPONSE TO FIRST PRODUCTION REQUEST, Page 2 that were utilized in the 2002 IRP. In order to produce a timely, and more accurate response to this production request, Idaho Power requested that it be allowed to use assumptions consistent with the 2004 IRP rather than the assumptions used to prepare the 2002 IRP. IPUC Staff agreed with this approach and Idaho Power has proceeded accordingly. Like the 2002 IRP , the 2004 IRP considers a 10-year planning horizon and the resources identified in the 2004 IRP Long-Term Action Plan are those resources intended to satisfy Idaho Power s forecast requirements through 2013. Idaho Power expects that additional resources will be required, and built, after 2013. Since US Geothermal is seeking a 20-year PURPA contract , and since the AURORA model will be utilized to establish avoided costs over a 20 year horizon , new long-term AURORA analyses were run to determine the timing, quantity and cost of new resources to add after 2013. Two long-term (L analyses were run. The first L T run includes the resources identified in the 2004 IRP plus the AURORA generated resource additions through 2030. This analysis identified in the attached documents and files as the "Base Case" and incorporates the resources identified in the first L T run. The second L T run includes the resources identified in the 2004 IRP, the assumed energy and capacity to be purchased from the US Geothermal project and the AURORA generated resources through 2030. This second analysis is identified in the attached documents and files as "Base Case with USGeoRR Project On-Line and incorporates the resources identified in the second L T run. The calculation IDAHO POWER RESPONSE TO FIRST PRODUCTION REQUEST, Page 3 of the cost avoided by including the US Geothermal project at zero cost, was based on 50th percentile load and hydro conditions. The difference between the present values of the revenue requirements associated with each case is 42.635 million dollars (2006 dollars). Given the generation that the US Geothermal project has indicated it will deliver, beginning in 2006, this difference in revenue requirements will result in a 20-year levelized purchase price of $46.13/MWh. Idaho Power acknowledges that there are aspects of this response that require additional analysis. If the Commission determines that AURORA should be used to determine the avoided costs attributable to the U.S. Geothermal Project, the AURORA analysis should , and could be refined. However, given the time constraints and Idaho Power s desire to respond to this request in a timely manner, this response is generally representative of costs the Company would avoid in 2006 based on an AURORA analysis.
