NW ENERGY COALITION
COMES NOW , Idaho Power Company ("Idaho Power" or "the Company
and in response to the First Production Request of the NW Energy Coalition to Idaho
Power Company, herewith submits the following information:
REQUEST NO.1: For each customer class , how much of the proposed
2003 Test Year revenue requirement represents distribution 'and customer fixed costs
transmission fixed costs , and generation fixed costs , respectively? For each customer
class, how much of those fixed costs would be recovered from: (1) volumetric energy
charges; (2) demand charges; and (3) fixed charges, respectively? How would the

numbers change if fixed charges were set at existing levels rather than at the
company s proposed levels?

REQUEST NO.2: For each customer class , please provide the annual
rate increase or decrease associated with the company s Power Cost Adjustment over
each of the last five years.

sales by customer class over each of the past ten years.

REQUEST NO.4: Please provide any work papers supporting the
Company s request for a $10 customer charge for the residential customer class.

RESPONSE TO REQUEST NO.4: Exhibit No. 42 , page 1 , details the
cost components supporting the Company s proposed $10 service charge for residential
customers. The Company does not have any workpapers associated with the
requested service charge.

REQUEST NO.5: For each customer class, please provide the portion of
fixed costs associated with meter reading and billing.
RESPONSE TO REQUEST NO.5: All costs associated with meter
reading and billing are fixed. The costs for meter reading and billing for each customer
class can be found on Exhibit No. 42 under the functions labeled "Meter Reading" and
Customer Accounts

REQUEST NO.6: What components of the Company s fixed costs of
service are covered 'by the $10 customer charge for the residential class?
RESPONSE TO REQUEST NO.6: The components identified as fixed
for residential service are itemized on Exhibit No. 42 under Column (I). As described on
page 36, lines 1 through 5 of the testimony of Company witness Brilz , the proposed $10
service charge represents approximately 40 percent of the total fixed costs for
residential service.

RESPONSE TO REQUEST NO.7: Idaho Power does not maintain its
records by dwelling type. As a result, the requested demographic information is not
available.

REQUEST NO.8: What are the Company s relative distribution and

Idaho Power does not have the demographic information available to identify the
relative costs to serve residential customers residing in different types of residences.

RESPONSE TO REQUEST NO.9: Idaho Power has not performed any
studies to predict impact on peak demand resulting from a higher service charge for
residential customers.
