Re: Exhibit 13 - To which enterprise does the dollar value of the capitalization shown in the exhibit apply? For example, does it apply to Idaho Power or IDACORP? If the capitalization pertains to anything other than Idaho Power, what portion of each capital component is applicable to Idaho Power? Please identify for each month of 2003, the month-end balance, and average percentage cost of Idaho Power s short-term debt. Regarding the variable rate debt discussed in Mr. Gribble s testimony (pp. 22-26), please provide the balance and actual average debt cost for the Bridger B , Bridger C, and Boardman Variable Rate Bonds for each month in 2003. What was the cost of debt for each of these bonds on December 31 , 2003? What average cost of debt does the Company proj ect for the Valmy Variable rate bond in 2004? What was the amount and cost of the American Falls Bond Guarantee and Milner Dam Guarantee for each month in 2003 (as discussed in Mr. Gribble s testimony, p.22). Please describe the treatment of this debt as O&M expense by providing the amount and account code. Why is this cost treated as O&M and not included in capital structure? Please provide a copy of any prior Commission Order approving this treatment. Please show the results of Exhibit 43 , page 1 , with Schedule 9-S results shown separately from P and 9- 10. What was the amount of the Company s Accumulated Provision for Depreciation in Test Year 1993? What was the Company s Net Electric Plant in Service for Test Year 1993? 11. Please refer to the PCA rate computation in Exhibit 36. How does the PCA rate computation of 7315 cents/kwh compare with the overall PCA currently in place? What is the meaning of the PCA rate computation in Exhibit 36 in the context of this proceeding? Does it constitute a proposal to change the current PCA rate or is it simply a projection of a possible future rate? Is the Company making any proposed changes to PCA rates in this proceeding? If yes, please identify. If no, please explain the change in the proposed PCA rate shown for Schedule 19. (Exhibit 48) 12. When the Company witnesses and exhibits refer to "Base Revenues " are PCA revenues ever included? If no, are there specific instances in which rate increases are referenced in which PCA revenues are included in the calculation (e., Exhibit 44)?
