REQUEST OF THE
COMMISSION STAFF TO
IDAHO POWER COMPANY
The Staff of the Idaho Public Utilities Commission, by and through its attorney of record
Lisa Nordstrom, Deputy Attorney General, requests that Idaho Power Company (Idaho Power;
Company) provide the following documents and information.
The Company is reminded that responses pursuant to Commission Rules of Procedure
must include the name and phone number of the person preparing the document, and the name
location and phone number of the record holder. Reference IDAPA 31.01.01.228.
This Production Request is to be considered as continuing, and Idaho Power is requested
to provide, by way of supplementary responses, additional documents that it or any person acting
on its behalf may later obtain that will augment the documents produced.
Please provide answers to each question, supporting workpapers that provide detail or are
the source of information used in calculations, and the name and telephone number of the person

preparing the documents. Please identify the name, location and telephone number of the record
holder.
For each item, please indicate the name of the person(s) preparing the answers, along
with the job title of such person(s) and the witness who can sponsor the answer at hearing if need
be.
Please provide the following documents and information AS SOON AS POSSIBLE:
Request No.5: Please provide all workpapers that support the Danskin power plant
adjustment. Include invoices and workpapers that support the total cost of the project.
Request No.6: Please provide all workpapers and invoices that support the requested
increase due to hydro relicensing costs.
Request No.7: Please provide the supporting schedules that relate to the depreciation
expense increase. Show how the proposed increase matches the Stipulation currently before the
Commission.
Request No.8: Please provide all supporting documentation relating to the jurisdictional
net power supply costs and the proposed increase.
Please provide the following documents and information on or before MONDAY,
NOVEMBER 17, 2003:
Request No.9: Please provide federal and state income tax returns for 2000-2002 for
Idaho Power.
Request No. 10: Please provide an analysis of the actual cost of capital at year-end for
2001 and 2002. Also show the projected amounts for 2003. Provide debt amounts and debt
costs, equity amounts and costs, and all account numbers for amounts involved.
Request No. 11: Please provide a debt schedule showing all long-term and short-term
debt amounts, outstanding stated interest rates, premiums, discounts, unamortized issuance
expenses, and effective cost rates for 2000 through 2002 for Idaho Power. Show the projected
amounts for 2003.
Request No. 12: Please provide a current organization chart showing names of
employees and their titles for all management and administrative staff.
Request No. 13: Please provide compensation detail for all management and officers of
IDACORP, Idaho Power and all affiliates that share employees with Idaho Power including
salary, incentive pay, bonuses, stock options, and other benefits and taxes for the years 2001-

2002. Also provide complete compensation estimates for 2003. Show allocations between the
utility and the affiliates. Include any compensation studies used to set the salaries.
Request No. 14: Please provide a list of all legal expenses from 2001 to current and their
status including descriptions, estimates of liability and possible ramifications to the Company.
Request No. 15: Please provide a billing summary showing monthly breakdown of
revenue by class for 2001-2003. Show dollars, KWhs, and number of customers.
Request No. 16: Please provide a description of the retirement and/or pension plans.
Request No. 17: Please provide a copy ofthe Cost Allocation Manual. Please provide a
description of how and when payroll is allocated, and how and when payroll expenses are
directly assigned. Include a schedule of the allocation between regulated and non-regulated
activities.
Request No. 18: Please provide the average percentage of salary increases for
employees each year during 1995-2003. Please provide the average percentage of incentive pay
for the same period.
Request No. 19: Please prepare a schedule of plant and changes since the last rate case.
Show additions, retirements and reductions to the accumulated depreciation reserves by account
for each year.
Request No. 20: Prepare an account analysis schedule of Accumulated Deferred Income
Taxes for 2000 - 2003 showing beginning balances and deferred income taxes generated, minus
amortization of deferred income taxes. Show all other specific changes to the deferred income
tax account.
Request No. 21: Please provide an analysis ofthe Company s Green Power Program.
For each year since its inception and a projected amount for 2003 , indicate: the number of
customers participating, dollars collected, energy purchased, advertising costs and all other
administrative costs along with the account numbers where the amounts are booked.
Request No. 22: Provide copies of all budgets that were used to prepare the 2003 test
year.
Request No. 23: Please provide copies of all workpapers that substantiate the actual and
estimated amounts in the Deferred Conservation Programs as of December 31 , 2003. List each
item individually in each account.
Request No. 24: Please provide copies of all workpapers that substantiate the actual and
estimated amounts in the Other Deferred Programs as of December 31 , 2003. List each item
individually in each account.

Request No. 25: Provide copies of the Notes Payable to Subsidiary found in Column #3
of Exhibit No. 16, page 22.
Request No. 26: Please provide the workpapers that substantiate the $8 356 933 used on
Exhibit No. 18 page 2 to increase payroll expense.
Request No. 27: Please provide the workpapers that substantiate the $23 161 303 in
annualized plant the Company requests to recover in Exhibit No. 18, page 3.
Request No. 28: Please provide the workpapers that substantiate the American Falls
Interest adjustment of $297,436 found in Exhibit No. 19, page 3.
Request No. 29: Please provide a copy of all insurance contracts (in 2003 and 2004)
used to justify the Company s request for an increase in liability and property insurance expense.
Request No. 30: Show how the 5.1053% allocation factor to subsidiaries was developed.
Request No. 31: Provide the workpapers that substantiate the annual differences in
prescription expenses booked in 2002 - 2004.
