COMMISSIONER HANSEN:Well, good morning, ladies
and gentlemen.This prehearing conference will come to order.
I I m so used to sitting over in that side, I might
have to trade you, Commissioner.
This is the time and place set by the Idaho
Public Utility Commission for a prehearing conference in
Case No. IPC-03-5, known as In the matter of the Application
of Idaho Power Company for authority to implement a power cost
adjustment rate for electric service from May the 16th , 2003
through May the 15th , 2004.
m Commissioner Dennis Hansen; I III be chairman
of today' s prehearing conference.At my left is Commissioner
Marsha Smith, and at my right is Commissioner President
Paul Kj ellander.
Let I S take the appearances of the parties.We'll
start with Idaho Power.
MR. KLINE:Thank you, Mr. Cha i rman .My name is
Bart Kl ine .I I m appearing on behalf of Idaho Power Company.
MS. NORDSTROM:m Lisa Nordstrom , deputy
attorney general, representing the Commission Staff.
MR. RI CHARDSON :And I I m Peter Richardson
representing the Industrial Customer of Idaho Power.

COMMISSIONER HANSEN:Thank you.And I believe
we have the Idaho Irrigation Pumpers on the telephone hookup.
MR. OLSEN:Yes.Eric Olsen, your Honor
representing the Idaho Irrigation Pumpers Association.
COMMISSIONER HANSEN:Thank you.Do we have any
other parties here today that wish to be recognized?I think
this is all that has filed.
Okay, the purpose of this prehearing conference
is to establish a hearing schedule to consider those issues
described by the Commission in Order No. 29243 that warranted
further investigation.Is there any business that needs to be
brought before the Commission before we would go at ease and
allow the parties to work out a filing and hearing schedule?
MS. NORDSTROM:Yes, Mr. Chairman.The
Commission may want to consider the Intervention Petition at
this point.I think Idaho Power is prepared to tell the
Commission whether or not they have an obj ection in this case,
and that would allow a Notice of Parties to go out sooner than
the seven days otherwise provided for in the Commission Rules
of Procedure.
COMMISSIONER HANSEN:Commissioner Smith.
COMMISSIONER SMITH:I 1 m just confused
Mr. Chairman.Whatever Petition you I re speaking of is not in
my file.

COMMISSIONER HANSEN:Is there any obj ection?
MR. KLINE:We have no obj ect ion.
COMMISSIONER HANSEN:No obj ection.Okay, being
no obj ection, then --
MS. NORDSTROM:Other than that, I think Staff
would like an opportunity to speak with the parties about the
possibility of narrowing some of the issues in this case or
pursuing a possible settlement of some of the issues,
in addition to scheduling whatever issues cannot be resolved.
COMMISSIONER HANSEN:I wouldn I t see any
obj ect ion there.Any obj ection from the other - - fine.
Okay.Then I'll ask you , Ms. Nordstrom , if
you III kind of coordinate and preside over the discussion; and
when you have completed it , you've got all the issues resolved
then we probably won I t need to worry about a hearing schedule.
If not , then - - but we need to meet back , and so if you'll make
us aware when you've completed the discussion or worked out a
schedule, we I 11 meet back.
And so right now then, we will go at ease.

record and , Ms. Nordstrom, do you want to give us a report then
of what you've accomplished?

MS. NORDSTROM:Sure.I III go ahead and take a
stab at it.If I leave anything out, I assume the other
parties will add that as well.
We talked about the issues identified in this
case as set out in the Commission Orders.It seems to be the
consensus of the parties that the first four issues, including
the pricing of real-time transactions between Idaho Power
Company and IE, the IE Tri-State transmission costs , any
percentage sharing of the FERC settlement, and whether or not
the IE contract benefits should continue to be paid going
forward, these four issues we believe should be moved to the
IPC-01-16 case so that they can be considered and resolved
there.
We have identified a date for a workshop in the
16 case of June 23rd at nine a. m. to be held at Idaho Power
Company I S auditorium that would allow the parties to consider
the issues, these four issues in the 16 case , which also
relates to real-time pricing of transactions and transmission
costs, and FERC-type issues.So they all seem to be of a
similar nature that we think that they would better be handled
together.
The remaining issues would be the amount of
normalized energy, true-up rate, and the recovery rate for the
irrigation class deferral.We would like to continue
discussing settlement on those issues, and what we would

propose is that Idaho Power file a formal Settlement Proposal
at the end of next week, by June 6th , for the parties to
consider; and on June 13th at 9:30 a.m., here in the
Commission I S hearing room , the parties would reconvene to find
out if that settlement will work or if it needs to be
fine-tuned.And if not, at that point, the parties would set
hearing dates and testimony filing dates if it appeared that
the settlement wouldn I t work; however , the parties appear to be
hopeful that something will be resolved and I think we I re
confident that that is likely to occur, and that's why we I re
hesi tant to set formal proceeding dates at this point.

Okay.Well , the Commission , we will tentatively
accept the scheduling process by the parties at this time , and
we will follow up with a written Order very quickly.
And this will bring this prehearing conference to
a close, and with that, we will now adjourn.
