The first order of business was approval of MINUTES FROM PREVIOUS MEETING on July 26, 2010. A vote was taken to approve the minutes as written. The second order of business was approval of the CONSENT AGENDA: 2. Carolee Hall's July 30, 2010 Decision Memorandum re: Application for Approval of an Amendment to the Interconnection Agreement Between Qwest Corporation ("Qwest") and XO Communications Services, Inc. ("XO"), Case No. QWE-T-08-05. 3. Carolee Hall's July 28, 2010 Decision Memorandum re: Electric Lightwave, LLC dba Integra Telecom's Petition for a Waiver of FCC Threshold Requirements for Numbering Resources in Idaho's Boise Rate Center, Case No. ELI-T-10-01. 4. Carolee Hall's July 30, 2010 Decision Memorandum re: Name Change for Rural Telephone Company to Add DBA "RTI" to Its Name, Case No. RUR-T-10-01; and Rural Telephone Company Updating Its Tariffs to Reflect the New Company Name, Tariff Advice No. 10-03. 5. Don Howell's July 26, 2010 Decision Memorandum re: Professional Research Contract with the National Regulatory Research Institute. 6. Grace Seaman's July 30, 2010 Decision Memorandum re: Idaho Rural Exchange Carriers (IREC) Tariff No. 3 -- Tariff Filing to Establish a Late Payment Charge, Tariff Advice Letter ID-10-01. 7. Grace Seaman's July 29, 2010 Decision Memorandum re: Verizon's Application for Approval of Amendment No. 2 to the Interconnection Agreement, Case No. GTE-T-00-06. 8. Kristine Sasser's July 30, 2010 Decision Memorandum re: In the Matter of Avista's 2010 PCA, Case No. AVU-E-10-03. 9. Scott Woodbury's July 26, 2010 Decision Memorandum re: General Rate Case, Proposed Scheduling (and Technical Hearing), Case No. PAC-E-10-07 (Rocky Mountain Power). There was no discussion and the Commission voted unanimously to accept Staff’s recommendations for items 2 – 9 on the Consent Agenda. FULLY SUBMITTED MATTERS 10. Deliberation re: John Brewster v. Verizon Complaint, Case No. VZN-T-10-03. [No Memo. Kristine Sasser, Attorney.] Commissioner Kempton announced that item 10 and the Fully Submitted Matter from the previous meeting’s agenda regarding Case No. AVU-G-10-02 would be deliberated privately.
