IPC-E-01-13 FIRST PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY The Staff of the Idaho Public Utilities Commission, by and through its attorney of record, Lisa D. Nordstrom, Deputy Attorney General, requests that Idaho Power Company (Idaho Power; Company) provide the following documents and information on or before September 10, 2001. This Production Request is to be considered as continuing, and Idaho Power Company is requested to provide, by way of supplementary responses, additional documents or information that it or any person acting on its behalf may later obtain that will augment the documents produced. For each item, please indicate the name of the person(s) preparing the answers, along with the job title of such person(s) and the witness who can sponsor the answer at hearing. Request No. 1: Appendix 4 to the Company's Compliance Filing contains a summary of a customer survey. Please provide the details of this survey, including the number of customers surveyed, the number responding, how survey participants were chosen, the questions asked, a complete summary of responses to each question, any statistical analysis of confidence intervals and significance levels, and any other relevant details. Request No. 2: Appendix 2 contains the Company's 2000 Conservation Plan. At the bottom of page 2, the report states that the Low Income Weatherization program also funds weatherization of buildings occupied by tax-exempt organizations. Please provide a brief description of this tax-exempt program, including the reason for selecting such buildings and a summary of the costs and benefits of weatherizing them. Request No. 3: The Program Template (labeled as Appendix 6, but actually found under the cover sheet labeled as Appendix 5, Rider Template) contains a table of measure lives (5, 10 and 15 years) and the maximum cents per kWh that will be paid as customer incentives (10, 15 and 20 cents). Under this template, will Idaho Power consider implementing any efficiency programs with measure lives of less than five years? Request No. 4: Under the proposed program template, are there any factors other than the 50% cap for incentives that may limit the incentives paid to amounts less than the listed maximums of 10, 15 and 20 cents per kWh? Request No. 5: Appendix 7 lists three tests of cost-effectiveness that Idaho Power says it used in considering which projects to include in its program, i.e. the total resource cost test, the utility cost test, and the participant test. Please provide the results of each test for each program, including all assumptions and calculations. Request No. 6: Did Idaho Power consider using the non-participant test (also known as the no-losers test)? If yes, please provide any analyses using this test. If Idaho Power has not analyzed its proposed projects using this test, please explain why not. Request No. 7: Appendix 3 contains a summary of the proposed programs including estimates of the total resource cost per kWhs saved. These costs range from 0.6 cents to 4.9 cents. Given this low-cost range for kWhs, please explain why these programs were not pursued prior to purchasing more costly resources during the past year. Request No. 8: Idaho Power estimates that the two proposed CFL bulb coupon programs will have first year energy savings totaling more than 11,000 MWhs at an average total resource cost of less than 2.8 cents per kWh saved if two coupons per customer are provided. Did Idaho Power consider providing more than two CFL coupons per customer? If so, please provide the estimated total resource cost per kWh and the utility cost per kWh for each number of coupons per customer analyzed and the assumptions and calculations supporting those estimates. Request No. 9: The proposed residential loan program would buy down the interest rate to 6.9%. Please provide estimates of costs and kWh savings if loans are bought down further, e.g. 4% and 0%. Request No. 10: Please provide a brief description of any other programs and their costs per kWh that Idaho Power analyzed but decided not to include in its proposal. Please explain why the Company decided not to pursue them. Request No. 11: For every month beginning January 1997, please list the monthly total of on-site inspections conducted by Idaho Power employees in response to customers’ complaints or inquiries regarding high bills. Request No. 12: Please provide Idaho kWh system load data for each hour from July 1, 2000 through June 30, 2001. Request No. 13: Please indicate for which hours from July 1, 2000, through June 30, 2001, that Idaho Power purchased off-system power to meet system load. Request No. 14: Please provide the average cost per kWh for each month from July 1, 2000, through June 30, 2001, for power purchased off-system to meet system load.
