HomeMy WebLinkAbout20100517min.docIDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING MAY 17, 2010 – 1:30 P.M. In attendance were Commissioners Jim Kempton, Marsha Smith, and Mack Redford. Commissioner Kempton called the meeting to order. The first order of business was approval of MINUTES FROM PREVIOUS MEETING on May 10th, 2010. A vote was taken to approve the minutes as written. The second order of business was approval of the CONSENT AGENDA: 2. Neil Price's May 12, 2010 Decision Memorandum re: Avista's Proposed Revision of Tariff I.P.U.C. No. 28 for Schedule 63, Case No. AVU-E-10-02. 3. Neil Price's May 12, 2010 Decision Memorandum re: PacifiCorp's Application for Approval of an Accounting Order Recording Certain Post-Retirement Prescription Drug Costs as a Regulatory Asset, Case No. PAC-E-10-04. 4. Scott Woodbury's May 6, 2010 Decision Memorandum re: Firm Energy Sales Agreement -- Cargill Incorporated, Case No. IPC-E-10-15 (Idaho Power). The Commission voted unanimously to accept Staff’s recommendations for items 2, 3 and 4. The next order of business was RULEMAKING: 5. Don Howell's May 11, 2010 Decision Memorandum re: Adding Two Rules to the Commission's Notice of Proposed Rulemaking, IDAPA 31.01.01, Docket No. 31-0101-1001 (IPUC Case No. RUL-U-10-01). Commissioner Smith made a motion to adopt Staff’s proposed changes for Rules 4 and 26 and include the changes in the formal Notice of Proposed Rulemaking that will be published in the Idaho Administrative Bulletin on June 4, 2010. A vote was taken on the motion and it passed unanimously. The next order of business was FULLY SUBMITTED MATTERS: 6. Deliberation re: In the Matter of Intermountain Gas Company's Application for Authority to Establish Interruptible Snowmelt Tariffs, Case No. INT-G-09-03. [No Memo. Kristine Sasser, Attorney.] 7. Deliberation re: MBC Telecom's Application for a Certificate of Public Convenience and Necessity, Case No. MBC-T-09-01. [No Memo. Kristine Sasser, Attorney.] 8. Deliberation re: Idaho Power's Application for Approval of the Purchase of Energy from the Neal Hot Springs Unit No. 1 Geothermal General Facility, Case No. IPC-E-09-34. [No Memo. Weldon Stutzman, Attorney.] 9. Deliberation re: Idaho Power's Application to Increase Its Rates to Recover Its 2010 Cash Contribution to Defined Benefit Pension Expense, Case No. IPC-E-10-08. [No Memo. Weldon Stutzman, Attorney.] Commissioner Kempton stated that the Fully Submitted Matters, items 6 – 9, would be deliberated privately.
