IPC-E-01-16 FIRST PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY The Staff of the Idaho Public Utilities Commission, by and through its attorney of record, Lisa D. Nordstrom, Deputy Attorney General, requests that Idaho Power Company (Idaho Power; Company) provide the following documents and information on or before FRIDAY, JULY 6, 2001. This Production Request is to be considered as continuing, and Idaho Power Company is requested to provide, by way of supplementary responses, additional documents or information that it or any person acting on its behalf may later obtain that will augment the documents produced. For each item, please indicate the name of the person(s) preparing the answers, along with the job title of such person(s) and the witness who can sponsor the answer at hearing. Request No. 1: Please list the members of IdaCorp’s Risk Management Committee. For each member, indicate their position within IdaCorp, their primary job responsibilities, and the length of time during which they have served on the Committee. Request No. 2: Please list any other IdaCorp personnel who regularly attend Risk Management Committee meetings but who are not voting members. Request No. 3: Please describe in detail the responsibilities of the Risk Management Committee. Request No. 4: Please describe in detail the decision-making authority of the Risk Management Committee. Request No. 5: Please describe the short-term resource planning responsibilities and authority of the Risk Management Committee. Request No. 6: Please explain the responsibilities, decision making authority, and any other involvement of the Risk Management Committee in each of the following: Garnet Project Mountain Home Generators Project Irrigation Buyback Program Astaris Buyback Mobile Generators Request No. 7: Please list all employees of Idaho Power Company who have explicit responsibilities for short-term resource planning. Briefly describe the short-term resource planning responsibilities of each of these employees. Request No. 8: Please describe in detail the short term planning process followed by Idaho Power in preparing the short-term resource plan filed with the Commission on June 15, 2001. Who prepares the program and project plans for various alternatives? Who makes the decisions about which programs and projects to pursue? Who examines the expected loads and decides whether they can be met with the chosen programs and projects? Request No. 9: Other than the chosen alternatives shown in the June 15, 2001 short-term resource plan, please describe any programs or projects considered by Idaho Power but rejected. Please discuss the reasons why any alternatives were rejected. Request No. 10: The short-term resource planning report filed by the Company on June 15, 2001 provided some, but not all, of the information ordered by the Commission in Order No. 28722 (Reference p. 17). Please provide additional information showing by month, projected total system loads, total anticipated traditional resources, the total costs expected to be paid individually for each new resource or program acquired to meet load (i.e., Astaris, irrigation buyback, mobile generators, Mountain Home, etc.), generation provided or made available by each new resource or program, and the plans and associated costs of acquiring market resources. Request No. 11: Please provide any analysis performed by the Company demonstrating that the programs and projects selected to meet expected short-term deficits are the least cost alternatives. Request No. 12: Is Idaho Power aware of any plans to restructure the Risk Management Committee? If so, please discuss the nature and status of those plans.
