When WYEEis converted, the best alternative is to build a new 138kV line on the steel poles that run along the railroad ROW between WYEE and COAL. This line will be the BOBN to LCST 230kV line in early 2002. When This 138kV line is added, the existing 69kV line from Milwaukee west to Bethel Court station will be eliminated. SCOPE: Determine the best course of action to serve the customer load requests for 4MW of additional load North of the existing HP Call center, off of Emerald St. between Kimball and Mitchell St. by June of 2000. DRIVING FORCES: Feeder Loading Right-of-way concerns Short Construction time Continuing to serve the load growth in the area Railroad access fees ALTERNATIVES: Do nothing Build an additional feeder out of Cloverdale Substation Refuse to serve this added load INFORMATION: A new distribution feeder could be built from the existing Cloverdale substation to serve this new load but this would only be a temporary fix. Cost for this line could run about $100,000 per year in Railroad R/W fees. Within a year or so an additional feeder would also be required to continue to serve the increasing loads in this area. This 5th feeder running east out of Cloverdale would cause a problem of where to build the circuit. The exiting 2 lines are already contain double distribuion circuits, with a transmission line on top. The best answer to this problem is to install additional capacity to relieve the distribution of the higher than normal load densities at the end of the lines. This will allow the existing circuits to pick up the other existing and future loads in Cloverdale s service area. New loads: Phase 1: 1500kV A by Oct 1 , 1999 Phase 2: 1500kV A by Jan 1 , 2000 Phase 3: 1 OOOkV A by Mar 1 , 2000 Phase 4: included with Phase 1 by June 1 , 2000 Phase 5: 1 OOOkV A by Jan 1 , 2001 Ultimate Build-out in foreseeable future: 3 feeders - 2 when station is built, 3rd to follow a couple of years later. Station will initially be served from the 69kV transmission. This line will be converted to 138kV in the next 3- years. When the CDAL-WYEE 69kV line is converted to 138kV, both the WYEE and HPJR stations will both need to be converted to 138kV also. Station will ultimately be served with a 28MV A transformer. BCRT-011 and BCRT-012 RODs better describe the feeder details also required to serve this new load. ALTERNATIVES: Do nothing Serve this new load with a new feeder out of CDAL substation INFORMATION: Bethel Court substation is located off of Bethel Court along the Railroad West of Maplegrove Rd. and North of Franklin Road in Boise Idaho. New underground feeder will go from the Substation metal clad north to the south Railroad ROW, then West approximately 200 feet, North under the Railroad tracks along the property line to Sailfish Place, and then continuing north along the West ROW of Sailfish Place to the new switch being installed in the NE corner of Lot 1 of Block 6 Oust north of the intersection of Sailfish Place and Golden Trout). This new switch will function as the feeder s X-1 disconnecting device. Dave St. George installing new cable from EM-4 switch south to Golden Trout St, and then West along Golden Trout to new switch. He is also installing cable from this switch to EM-5 switch. The UT-24 switch in EM-1 will be opened to all with new feeder to serve all the load from Maple Grove Road to EM-5 on Emerald. An associated work order to install 350MCM from EM-5 and CC-2 will be done simutaneously so that BCRT- 011 will be able to serve all the load along Emerald from Maple Grove to Five Mile. Sectionalizer S-32 will also be opened to remove this portion of load from CDAL-014 in Five Mile Road. CDAL-014 will then serve the load currently served by CDAL-013 along Five Mile Road by closing CDAL-014 T- 36 and opening CDAL-013 T-74 Oust W of Five Mile on Fairview). Project completion will include doing this switching, installing the new section of 350MCM on Emerald, and restickering the loads along Emerald (previously served by CDAL-014) and the load picked up by CDAL-014 on Five Mile Road (previously served by CDAL-013) For additional line work and switching on CDAL-014 refer to the BCRT -012 line work ROD. DRIVING FORCES: This is a Customer driven project from WH Moore and Hewlett Packard. ALTERNATIVES: Do nothing Serve HP's requested load from a new feeder out of COAL substation INFORMATION: Bethel Court substation is located off of Bethel Court along the Railroad West of Maple Grove Rd. and North of Franklin Road in Boise Idaho. This feeder will serve all of the load East of Five Mile Road currently served by CDAL-014 except the underground portion along Emerald between Five Mile and Maple Grove Roads. All of the loads currently being served by CDAL-014 will need to be restickered to BCRT-012 as part of this project. A new open pole top switch will be installed just East of Five Mile Road on the existing COAL-014 feeder. A second poletop will be installed just north of Bethel Court Substation on the existing COAL-014 conductor but West of the new pole riser. This pole top will be closed until a third feeder is installed further West of this switch in the future. This switch will then be open to allow BCRT-013 future feeder to serve the loads South and West of the new station. SCOPE: Determine the best course of action to serve the high density loads West of the Boise Towne Square Mall , as well as providing service in the Cloverdale service area. When CDAL-012 is pulled back to serve the Five Mile Road area, CDAL-O17 will be rerouted to go north on Cloverdale Road to Fairview Ave. BCRT -013 will be built with 795AA running east along the railroad tracks on the BOBN-LCST 230kV line (top distribution circuit) to Maple Grove Road. The CDAL-012 load east of Maple Grove Road will be picked up by this new feeder.
