COMES NOW , Idaho Power Company ("Idaho Power" or the "Company") and
herewith files its response to the First Production Request of the Commission Staff dated
September 19 , 2003:
Request No.1: For each of the four HP/Kimball Properties buildings that are
the subject of this complaint, please state whether each building is metered and billed

separately. Are the meter readings for any of the buildings consolidated onto a single bill?
Response to Request No.The four HP/Kimball Properties buildings
identified in the direct testimony of Stuart A.T. Trippel ("Trippel Testimony ) on page 15
line 25, and Exhibits 9 and 10 thereto are listed as follows:
13. 333 N. Sailfish PI. - HP # 27
15. 9415 W. Golden Trout St. Dr. - HP # 29
16. 9390 N. Golden Trout St. - HP # 28.
20. 275 N. Kimball PI.
However, Building 20, located at 275 N. Kimball PI., isnot one of the four HP buildings.
Instead, the fourth HPbuilding is identified on Exhibits 9 and 10 of the Trippel Testimony
as Building No. 19. Building 19 is located at 303 N. Kimball PI. and is identified on Exhibit
9 as HP # 26~
Building 13, located at 333 N. Sailfish PI. and identified in the Trippel
Testimony at Exhibit 9 as HP # 27, is metered separately. Building 16 , located at 9390 W.
Golden Trout St." and identified in the Trippel Testimony at Exhibit 9 as HP # 26 , is also
metered separately. Building 15 at 9415 W. Golden Trout St. and Building 19 at 303 N.
Kimball PI are metered together under the billing address of 303 N. Kimball Place. The
electrical bills for the four HP buildings (13, 15 , 16 and 19) are consolidated onto a
summary bill , along with other Hewlett Packard facilities.

Request No.2: Please list all other buildings or customers served by the
IDAHO POWERCOMPANY'S RESPONSE TO FIRST PRODUCTION REQUEST OF COMMISSION STAFF - 2
Bethel Court substation that are billed under Schedule 19. For each customer, list the
voltage at which the customer takes service.
Response to Request No.There are no identified customers or buildings
served by the Bethel Court substation that are currently billed under Schedule 19.

Request No.3: Does Idaho Power own any facilities on the HP/Kimbali
side(s) of the meter(s)? If so, describe the facilities. Does HP/Kimball pay any facilities
charges? If so, please list the amounts of facilities charges paid and describe the facilities
for which they are paid.
Response to Request No.Yes. Idaho Power owns the transformers
primary cable and other associated equipment past the point of delivery at the property line
that are used exclusively by the customer. The secondary service wires are owned by the
customer. The monthly facilities charges for these facilities are as follows:
Building 13 at 333 N. Sailfish PI. is billed $451047 each month.
Building 16 at 9390 W. Golden Trout St. is billed $351.24 each month.
Building 15 at 9415 W. Golden Trout St. and Building 19303 N. Kimball PI.
combined are billed $ 547.74 each month.

Request No.4: For each of the HP/Kimbali Properties buildings , identify the

rate schedule under which each is billed , and whether the service is at transmission
primary or secondary voltage.
Response to Request No.Building 13 at 333 N. Sailfish PI. (HP # 27) is
billed under Schedule 9 with primary voltage service. Building 16 at 9390 W. Golden Trout
St. (HP # 28) is billed under Schedule 9 with primary voltage service. Building 15 at 9415
W. Golden Trout St. (HP # 29) and Building 19 at 303 N. Kimball PI. (HP # 26) are metered
together and billed under Schedule 9 with primary voltage service.

Request No.5: If any of the HP/Kimbali Properties buildings are Schedule
19 primary or secondary customers, identify the amount built into any component of the
rate tor substations , based on the cost of service study used in establishing the rate.
Response to Request No.None of the HP/Kimball Properties buildings
are Schedule 19 primary or secondary customers.

Request No.6: Does Idaho Power believe HP/Kimbali is paying for a portion
of transmission and distribution substations through its rates? If so, please explain why
Idaho Power believes it is justified in requesting payment for HP/Kimball's share of the
Bethel Court substation.
Response to Request No.Yes , Idaho Power believes HP/Kimball is

paying for a portion of transmission and distribution substations through its rates.
Pursuant to RP 225., the second part of this Request is objected to on the
grounds that the information requested should be obtained by deposition. Without waiving
the foregoing objection, Idaho Power states that all customers receiving service at either
primary or secondary voltages have a component of the rate related to substation
investment attributed to their customer class. In general , and partially in recognition that
embedded costs of service are less than incremental costs of new service, the Company
requires contributions in aid of construction , whether for distribution lines, transmission
lines or substations , whenever new investment in facilities are driven by a specific
customer request. For distribution lines , customers are given allowances as specified in
Rule H that can reduce or eliminate their required contribution in aid of construction.
Schedl)le 19 tariff language provides that "(t)o the extent that additional facilities not
provided for under Rule H, including transmission and/or substation facilities, are required
to provide the requested service , special arrangements will be made in a separate
agreement between the Customer and the Company." The purpose forcontributions in aid
of construction is to reduce the overall investment that the Company makes in new
facilities. Contributions in aid of construction , therefore, reduce the upward pressure on
the rates of the Company s customers. Idaho Power believes that the administration of its
policy to require contributions in aid of construction from customers whose specific request
for greater than 1 megawatt (i.e. Schedule 19) drives the need for additional substation
investment is consistent with the Commission-approved tariff language on the subject. The
service request from Kimball properties was for 4 megawatts. Were it not for the
Customer s request, Idaho Power had no plans to construct the Bethel Court substation.

Request No.8: What criteria are used to determine which costs are booked
. to substation transmission account 353 and which costs to distribution substation account
362? Is there a point of demarcation within a substation at which equipment on one side is
transmission and equipment on the other side is distribution?
Response to Request No.Substation facilities are categorized as serving
either a transmission or a distribution function. Substations that serve only transmission
functions have costs booked into FERC Account 353 , Transmission Station Equipment.
Substations that only exist to provide connections to distribution facilities, i.e., a distribution
function , have costs booked into FERC Account 362 , Distribution Station Equipment.
Substationswhich perform bdth functions have individual units of property booked into the
account corr~sponding to function with shared facilities such as property, buildings
fencing, etc. split between accounts based upon functional capacity of the substation. The
point of demarcation within a substation at which equipment is distinguished between
transmission and distribution is at the transmission side of the first switch or disconnection
device within the substation.

Request No.9: Please identify all other Schedule 19 customers in the past
20 years who have been required to make a contribution to the cost of a substation that is

not beyond the point of delivery and is not owned by the customer. For each customer
identify the amount contributed , the date of the contribution, the name of the substation
involved , the total cost of the substation and the voltage level at which the customer takes
service.
Response to Request No.The Company objects to this Request on the
grounds that it is overly broad , vague and burdensome and purports to elicit information
thatis not reasonably calculated to lead to the discovery of admissible evidence. Without
waiving this objection and in the spirit of cooperation , the Company submits the following:
The Company does not maintain a record of the information in the form requested. Please
see the attachment hereto identified as "Attachment to Request No.9" that contains a list
of all Schedule 19 contributions in aid of construction in substations owned by the
Company on the books as of December 31 , 2002. The total amount of the industrial
customer contributions, the name of the substation and the total investment in the
substation are listed. Information as to the specific customers who made contributions , the
dates of contributions or the voltage levels of the customers who made contributions are
not readily available and would require an extensive data search of Company records. The
voltages for each substation are included in Attachment 7(a) provided in response to
Kimball Properties Interrogatory No., served upon the parties on June 8, 2001.

Request No. 11: Please identify all Schedule 19 customers in the past 20
years from whom acontribution to the cost of a substation was requested , but from whom
a contribution was never collected or paid. For each instance, assuming service was
provided , please include the reason for nonpayment or noncollection.
Response to Request No. : The Company does not maintain records of
Quests for service that do not reach fruition. With regard to substations that were
constructed as the result of a Schedul-e19 r~quest for service , the Company is unaware of
any instance where a requested cqntribution in aid of construction from a Schedule 19
customer was, not collected.
