HomeMy WebLinkAbout20100315min.docIDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING March 15, 2010 – 10:00 A.M. In attendance were Commissioners Jim Kempton, Marsha Smith and Mack Redford. Commissioner Kempton called the meeting to order. He announced two proposed changes to the agenda requiring a motion and unanimous consent: Adding for deliberation under Fully Submitted Matters the adjustment of avoided cost rates, Case No. GNR-E-10-01; and moving Neil Price’s item regarding the amended application of TracFone Wireless from Fully Submitted Matters to the Consent Agenda, item 5. Commissioner Smith made a motion to approve the changes to the agenda and it passed unanimously. The first order of business was approval of MINUTES FROM PREVIOUS MEETING on March 8, 2010. A vote was taken to approve the minutes as written. The second order of business was approval of the CONSENT AGENDA: 2. Carolee Hall's March 12, 2010 Decision Memorandum re: Gold Star Communications, LLC Petition for a Waiver of FCC Threshold Requirements for Numbering Resources in Idaho's Driggs Rate Center, Case No. GNR-T-10-01. 3. Scott Woodbury's March 11, 2010 Decision Memorandum re: Firm Energy Sales Agreement -- Riverside Investments, LLC, Case No. IPC-E-10-05 (Idaho Power). 4. Weldon Stutzman's March 8, 2010 Decision Memorandum re: Idaho Power's Application for Approval of the Purchase of Energy from Neal Hot Springs Unit No. 1 Geothermal Generation Facility, Case No. IPC-E-09-34. 5. Neil Price's March 12, 2010 Decision Memorandum re: Amended Application of TracFone Wireless, Inc. for Designation as an Eligible Telecommunications Carrier in the State of Idaho, Case No. TFW-T-09-01. There was no discussion and the Commission voted unanimously to accept Staff’s recommendations for items 2 – 5. The next order of business was FULLY SUBMITTED MATTERS: 6. Deliberation re: Millennium Networks, LLC Application for a Certificate of Public Convenience and Necessity, Case No. MNL-T-09-01. [No Memo. Kristine Sasser, Attorney] 7. Neil Price's March 11, 2010 Decision Memorandum re: Application of Broadview Networks, Inc. for a Certificate of Public Convenience and Necessity, Case No. BVN-T-09-01. 8. Deliberation re: CAPAI's Petition for Intervenor Funding, Case No. UWI-W-09-01. [No Memo. Weldon Stutzman, Attorney] 9. Deliberation re: In the Matter of the Adjustment of Avoided Cost Rates for New PURPA Contracts for Avista Corporation dba Avista Utilities, Idaho Power Company, and PacifiCorp dba Rocky Mountain Power, Case No. GNR-E-10-01. [No Memo. Scott Woodbury, Attorney] Commissioner Kempton announced that items 6, 7, 8 and 9 would be deliberated privately immediately following the meeting.
