Schedule 1 -Identification
No changes
Schedule 2 -Cost and Quality of Fossil Fuels
The requirements for reporting fuel receipts, costs and quality have been changed.
There are two changes:
1)Receipts,cost and quality data are no longer required to be reported on Schedule
2 for the following fuels:Kerosene,Jet Fuel,Other Gases,Blast Furnace Gas,
Propane and/or Waste Oil
2)Plants where the sum of nameplate capacity primarily fueled by Natural Gas,
Distillate or Residual Fuel Oils, and Petroleum Coke or any combination of these
energy sources is less than 200 MW are no longer required to report on Schedule
2,unless required for coal capacity.Plants where the sum ofnameplate
capacity primarily fueled by coal is 50 MW or more will continue to be required
to report Schedule 2.

Clarifications to the instructions
Primary Mode of Transportation
Primary Mode is the longest distance traveled by the fuel from the primary origin, such as
the coal mine,to the power plant. It is not the longest distance from the point of
ownership ofthe fuel to the power plant.Coal shipments longest distance should be
determined from the location of the mine of origin to the power plant.Reasonable
estimates of the mode of transportation are encouraged where hard information is
unavailable.
Mercury Content
Mercury Content is a required field. If no testing or contract values are known, enter an
override comment to explain the reason the mercury content ofthe coal cannot be
reported.
Supplier Name
Supplier names and fuel codes are preprinted from the previous month's report.Delete
unneeded rows.Add supplier/fuel types from the drop down lists.Ifthe supplier is not on
the list, contact EIA to have a new supplier added. If you choose "Name Pending"while
waiting for a new supplier to be added, you MUST report the supplier name in an
override comment in response to the edit flag before the data can be submitted.
Schedule 3A and 3B -Fuel Consumption
No changes
Note prime mover and boiler ID codes are preprinted. If changes are needed, open the
drop down list and/or contact EIA.
Schedule 4 -Fuel Stocks and Fuel Balance
No changes
Adjustment to Stocks
Please remember to enter a comment for all non-zero Adjustments to Stocks.Enter an
Adjustment amount to balance the stocks/consumption and receipts of fossil fuels.
Natural Gas receipts should balance with consumption. If a discrepancy exists, enter an
Adjustment and a comment to clarify the nature of the adjustment.

Note prime mover and Generator ID codes are preprinted.Ifchanges are needed, open

Direct Use versus Station Use
Direct Use is electric energy used by industrial or commercial sector plants for uses
beyond the needs ofthe power house to generate electric power.Examples are industrial
processes, machinery, heating and cooling systems, and commercial building electrical
needs.Utility and independent power producers do not normally have direct use of
power.
Station Use is the power used by auxiliary equipment to support electric power
generation.Examples are pumps for cooling water,FGD equipment,conveyor belts,and
power house computer systems and lighting.
Schedule 8A
No changes.
Schedule 8B

Note boiler ID codes are preprinted. If changes are needed, open the drop down list
and/or contact EIA.
Schedule 8D
No changes
Note cooling system ID codes are preprinted. If changes are needed, open the drop down
list and/or contact EIA.Ifyou are reporting cooling system data at a plant level in lieu of
individual cooling IDs,delete the lines for the IDs and add PLANT from the drop down
list.
Cooling System Hours in Service
The Hours in Service should be the hours used to calculate the Average Rate of
Withdrawal or Diversion. Please see the revised diagrams for cooling systems.
Schedule 8E

QUALITY CONTROL SCHEDULE AND PROCESS
Overview of the quality control process for Form EIA-923 Annual and Supplemental
forms
Once received, data undergo numerous checks by EIA staff for accuracy and
reasonableness. These QA checks utilize historical data trends, industry standards and
range parameters.
Respondents will receive email notifications for data values which are identified as
unusual in these quality checks. The email will include a spreadsheet containing the data
in question as it was reported and with the unusual values highlighted.
Please reply promptly to QA emails. If clarification is needed, contact the staff person
listed in the email.
The QA process begins in the week following the due date,or when a significant number
ofresponses have been received, and continues for the following three months as forms
are received and processed.
Prompt attention to QA inquiries will allow EIA to complete the 2012 data cycle by June
30,2013,
