GNR-E-11-03 IDAHO POWER COMPANY'S RESPONSE TO THE FIFTH PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY COMES NOW, Idaho Power Company ("Idaho Power'), and in response to the Fifth Production Request of the Commission Staff to Idaho Power Company dated February 14, 2013, herewith submits the following information: IDAHO POWER COMPANY'S RESPONSE TO THE FIFTH PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY -1 REQUEST NO. 23: Please explain and provide workpapers, analysis or other documentation demonstrating how Idaho Power derived the 67.1 % capacity factor for canal drop hydro shown on page 18 of Exhibit No. 3 of the direct testimony of Mark Stokes. Please provide the data and analysis electronically in an executable Excel format. RESPONSE TO REQUEST NO. 23: Please see the confidential Excel file, Peak-Hour Capacity Factor Calculations, previously provided in Idaho Power's response to Twin Falls Canal Company, North Side Canal Company, Big Wood Canal Company, and American Falls Reservoir District No. 2's Request for Production No. 33. The Excel file provided on the confidential CD was used to derive the benchmark peak-hour expected capacity factor for fixed photovoltaic solar, baseload, canal drop hydro, wind, and run-of-river hydro qualifying facility ("QF") resource types. Idaho Power's peak-hour load period occurs in July from 3:00 p.m. to 7:00 p.m. Due to the uncertain and variable nature of intermittent resources such as hydro, solar, and wind, a 90 percent exceedance capacity factor is calculated from representative projects in Idaho Power's service territory and used as a benchmark resource. If the QF's peak-hour generation exceeds the respective benchmark resource's generation for that period, the amount is prorated and the QF resource will receive a higher peak-hour capacity factor than the benchmark resource and vice versa. Details on the 67.1 percent capacity factor calculated for canal drop hydro are shown in the "Canal Drop Peak Hour" worksheet of the confidential Excel file. This value was derived from four existing QF canal drop resources in Idaho Power's service territory. Hourly generation from 3:00 p.m. to 7:00 p.m. in July during the years 2008- IDAHO POWER COMPANY'S RESPONSE TO THE FIFTH PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY -2 2011 was used to calculate the 90 percent exceedance capacity factor for each of these four years. The 67.1 percent is an average of those four years. The response to this Request was prepared by M.
