HomeMy WebLinkAbout20091214min.docIDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING December 14, 2009 – 1:30 P.M. In attendance were Commissioners Jim Kempton and Marsha Smith. Commissioner Redford was absent and excused. Commissioner Kempton called the meeting to order. The first order of business was approval of MINUTES FROM PREVIOUS MEETING on December 7, 2009. A vote was taken to approve the minutes as written. The second order of business was approval of the CONSENT AGENDA: 2. Kristine Sasser's December 11, 2009 Decision Memorandum re: Idaho Power's Application for Authority to Sell to PacifiCorp the Goshen Series Capacitor Bank, Case No. IPC-E-09-32. The Commission voted unanimously to accept Staff’s recommendation to process the case by Modified Procedure with a comment deadline of January 21, 2009 and to conduct a public hearing following the comment deadline, per the requirements of Idaho Code § 61-328. 3. Neil Price's December 10, 2009 Decision Memorandum re: Idaho Power Company's Application for Authority to Sell to Raft River Rural Electric Cooperative, Inc. Certain Electric Distribution Facilities Currently Owned by Idaho Power, Case No. IPC-E-09-31. The Commission voted unanimously to accept Staff’s recommendation to process the case by Modified Procedure with a 21-day comment period. 4. Scott Woodbury's December 9, 2009 Decision Memorandum re: Power Purchase Agreement -- Bell Mountain Hydro, LLC, Case No. PAC-E-09-09. Commissioner Kempton asked about the wind integration cost adjustment and clarified it is just a surrogate. The Commission voted unanimously to accept Staff’s recommendation to process the case by Modified Procedure. 5. Scott Woodbury's December 10, 2009 Decision Memorandum re: Sale of Company, Case No. TRH-W-09-01 (Troy Hoffman Water). The Commission voted unanimously to accept Staff’s recommendation to process the case by Modified Procedure. 6. Terri Carlock's December 8, 2008 Decision Memorandum re: Annual Determination of the Interest Rates on Deposits Collected from Customers for the Calendar Year 2010, Case No. GNR-U-09-01. The Commission voted unanimously to set the interest rate to be paid on deposits collected from customers for the calendar year 2010 at 1%. The next order of business was FULLY SUBMITTED MATTERS: 7. Deliberation re: Firm Energy Sales Agreement -- Idaho Power/Idaho Winds LLC, Case No. IPC-E-09-25 (Idaho Power). [No Memo. Scott Woodbury, Attorney] Commissioner Kempton stated this item would be deliberated privately immediately upon adjournment. 8. Deliberation re: Proposed Revision of Wind Integration Rate, Case No. PAC-E-09-07 (PacifiCorp). [No Memo. Scott Woodbury, Attorney.] Commissioner Kempton stated this item would be deliberated on January 4th. There was no further business and Commissioner Kempton adjourned the meeting.
