GNR-E-11-03 IDAHO POWER COMPANY'S FIRST PRODUCTION REQUEST TO THE NORTHWEST AND INTERMOUNTAIN POWER PRODUCERS COALITION COMES NOW, Idaho Power Company ("Idaho Powet'), by and through its attorneys, and hereby requests that the Northwest and Intermountain Power Producers Coalition ("NIPCC") answer the following production requests and provide the following information and documents in accordance with the Idaho Public Utilties Commission's ("Commission") Rules of Procedure and applicable scheduling orders and notices issued by the Commission in this proceeding. Idaho Power requests responses to these production requests be provided as soon as possible, but no later than March 2,2012. IDAHO POWER COMPANY'S FIRST PRODUCTION REQUEST TO THE NORTHWEST AND INTERMOUNTAIN POWER PRODUCERS COALITION - 1 This production request is to be deemed continuing in nature and NIPCC is requested to provide, through supplementation, additional documents or information that are responsive to this request that it, or any person acting on its behalf, may later come into possession or become aware of. REQUEST FOR PRODUCTION NO.1: Please provide a list of the members of NIPCC. REQUEST FOR PRODUCTION NO.2: Please provide a list of all qualifying facilty projects NIPCC members currently own, operate, control, have an ownership interest in, developed, or are planning to develop in the state of Idaho. Please identify which member owns, operates, controls, has an ownership interest in, developed, or is developing which projects. REQUEST FOR PRODUCTION NO.3: For each project listed in response to Request for Production NO.2, please identify the point of interconnection and provide a copy of the firm energy sales agreement and/or power purchase agreement the particular NIPCC member has with the public utilty. REQUEST FOR PRODUCTION NO.4: For each project listed in response to Request for Production NO.2, please describe whether the NIPCC member-owned, controlled, operated, developed, or partially owned or operated projects retain the environmental attributes, including any and all renewable energy credits ("RECs") or green tags resulting from the generation of energy from the project. REQUEST FOR PRODUCTION NO.5: Please provide all studies, analyses, reports, and any other documentation whether electronic or in writing in NIPCC's or any IDAHO POWER COMPANY'S FIRST PRODUCTION REQUEST TO THE NORTHWEST AND INTERMOUNTAIN POWER PRODUCERS COALITION - 2 of its members' possession relating to the value, marketabilty, creation, title, and/or existence of RECs. REQUEST FOR PRODUCTION NO.6: Has NIPCC or any of its members conducted any lobbying or attempted to influence the Idaho Legislature at any time on any proposed or draft legislation relative to REC ownership? If yes, please document all resources used by NIPCC or its members in doing so, including costs and time devoted by individual employees or consultants. Please also explain and document said attempt(s). REQUEST FOR PRODUCTION NO.7: Has NIPCC or any of its members attempted to recruit, influence, or otherwise engage non-legislators to support REC legislation? If yes, please provide copies of all draft legislation and other documents used or relied upon in doing so and identify the individuals, including NIPCC or NIPCC member employee(s) or agent(s), and describe the efforts used to engage them.
