Avista s response to Staff's recommended attachment formula
Dear Mr. Stutzman:
Below per your request, is Avista s response to your letter dated September 6, 2002 in the above
described case.
The Company is in support of Staff's position because it simplifies an otherwise complex
calculation and creates a more appropriate joint use formula which appears to share expenses more
equitable between the parties. In reviewing the changes by Staff described in your letter, compared
to the formula proposed at the workshop, the effect is a decrease in the Allocation Factor due to a
reduction in the unusable space portion of the formula.
If there are material changes to the proposed formula based on comments recei ved from other
parties to this case, Avista would like the opportunity to provide additional comments on those
matters at a later date.
Avista believes this case can be decided by the Commission without evidentiary heming.
