HomeMy WebLinkAbout20090921min.docIDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING September 21, 2009 – 1:30 P.M. In attendance were Commissioners Jim Kempton and Mack Redford. Commissioner Smith was absent and excused. Commissioner Kempton called the meeting to order. The first order of business was approval of MINUTES FROM PREVIOUS MEETING on September 14, 2009. A vote was taken to approve the minutes as written. The second order of business was approval of the CONSENT AGENDA: 2. Carolee Hall's September 17, 2009 Decision Memorandum re: Application for Approval of an Interconnection Agreement between Qwest and EnTelegent Solutions, Inc., Case No. QWE-T-09-17. 3. Carolee Hall's September 18, 2009 Decision Memorandum re: Rural Telephone Advice Letter No. 09-01 Requesting Commission Approval to Add Vacation Service for Its Seasonal Customers. 4. Grace Seaman's September 17, 2009 Decision Memorandum re: CenturyTel of Idaho's Broadband Equipment Tax Credit Application for First Half of 2009, Case No. CEN-T-09-02. 5. Neil Price's September 16, 2009 Decision Memorandum re: Application of ALEC, Inc. for a Certificate of Public Convenience and Necessity, Case No. ALE-T-09-01. 6. Scott Woodbury's September 18, 2009 Decision Memorandum re: Petition to Increase Published Avoided Cost Integration Adjustment, Case No. PAC-E-09-07. 7. TJ GOLO's September 17, 2009 Decision Memorandum re: Idaho Power Tariff Advice No. 09-07 - Revisions to Rule D and Schedule 66. 8. Weldon Stutzman's September 15, 2009 Decision Memorandum re: Motion by Idaho Telecom Alliance for Extension of Time to File Written Comments, Case No. GNR-T-09-05. 9. Weldon Stutzman's September 15, 2009 Decision Memorandum re: Qwest Corporation's Petition for Approval of Non-Impairment Status for DS3 Loops in Boise Main Wire Center, Case No. QWE-T-09-15. The Commission voted unanimously to approve Staff’s recommendations for the above Consent Agenda items 2, 3, 6, 7, 8 and 9. Regarding item 4, the Commission voted unanimously to accept the Application and forward the approving Order along with a copy of the original Application to the Idaho Tax Commission. Regarding item 5, Commissioner Kempton asked what Staff had recommended because there was no recommendation in the Decision Memo. Grace Seaman stated that Staff recommended processing the case by Modified Procedure. The Commission voted unanimously to process ALEC’s Application for a Certificate of Public Convenience and Necessity by Modified Procedure.
