7. Quantify the percentage or number of potential Idaho customers that could be served with the
broadband equipment and the percentage and number of non-Idaho subscribers that will be/could
be served by the broadband network.

During 2025, the company continued fiber to the home investments, including investments made
under the E-ACAM program. E-ACAM is a private-public partnership which seeks to deliver
broadband service of at least 100/20 Mbps to unserved and underserved areas. As part of this
program TDS will bring enhanced broadband service, primarily through fiber to the home, to
approximately 430 locations by the end of 2028.

TDS’ broaband investments to not benefit customers located outside of the State of Idaho. As of
12/31/25 the following number of locations have access to broadband broken down by the FCC
tier speed criteria:
