Please provide an example of how the weighted average price is calculated. Also, please confirm that the price is calculated on a monthly basis. RESPONSE: Please see Avista's response Staff_PR_003C, which contains TRADE SECRET, PROPRIETARY or CONFIDENTIAL information and exempt from public view and is separately filed under IDAPA 31.01.01, Rule 067 and 233, and Section 9-340D, Idaho Code. Please see Staff_PR_003C Confidential Attachment A. Emission expense is calculated monthly and consists of two components. First, purchased allowance inventory is spread amongst each service and jurisdiction based on the percentage of needed allowances at the end of each month. These allowances are priced at the weighted average cost of allowances held in inventory. Through May 30, 2023, Avista participated in the only auction held so far, thus the allowance price has remained steady at $48.50 per allowance, which is the settlement price from the first auction. The remaining allowances needed to cover each service and jurisdiction’s obligation are priced at the end of month using the then current market price for allowances. The second allowance auction was held on May 31, 2023, which had a settlement price of $56.01. Results from the second auction will be factored in going forward. Please explain whether the in-Washington generation has to be renewable energy. RESPONSE: In-Washington generation does not have to be renewable energy.
