HomeMy WebLinkAbout20090406min.docIDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING April 6, 2009 – 1:30 P.M. In attendance were Commissioners Mack Redford and Jim Kempton. Commissioner Marsha Smith was absent and excused. Commissioner Redford opened the meeting and read a letter from Governor Otter expressing appreciation to the PUC and especially to PUC staff members Kristine Sasser, Don Howell, and Chris Hecht for their hard work and dedication to the state and its citizens. Commissioner Redford presented a copy of the Governor’s letter to the three staff members and thanked everyone for their work, noting the PUC has the best staff in the state. He also gave an update on pending legislation to cut salaries of state employees. The first order of business was approval of MINUTES FROM PREVIOUS MEETING on March 30, 2009. The minutes were approved by vote. The second order of business was approval of the CONSENT AGENDA, items 2 - 8. The Commission voted unanimously to approve Staff’s recommendations for these items. The third order of business was MATTERS IN PROGRESS: 9. Grace Seaman’s April 2, 2009 Decision Memorandum re: 2008 Idaho Telephone Service Assistance Program Annual Report, Case No. GNR-T-09-02. Ms. Seaman reviewed her Decision Memo. The Commissioners voted unanimously to accept the annual report, adopt the Administrator’s budget for 2009 and maintain the monthly Idaho Telephone Service Assistance Program surcharge rate of $0.06 per line as adopted in Order No. 30535. The next order of business was FULLY SUBMITTED MATTERS: 10. Deliberation re: Idaho Power’s Motion to Close Case, Case No. IPC-E-08-23. [No Memo. Weldon Stutzman, Attorney.] This item was deliberated privately. The last order of business was OTHER MATTERS: 11. Election of PUC President. Commissioner Redford said it was his pleasure to nominate Commissioner Jim Kempton as the next President of the Idaho Public Utilities Commission. The nomination was approved unanimously. Commissioner Kempton said he appreciated Commissioner Redford’s work on behalf of the Commission. He stated he will continue to work with the Legislature with the able assistance of Ron Law, Don Howell, and Commissioners Redford and Smith. He noted the impacts of the state’s economic crisis on the PUC and how serious the crisis is throughout the Northwest. He said the Commission hopes to maintain the excellent staff it has and any diminishment in that talent would be a loss to all of us.
