Commissioner Marsha Smith was absent and excused. The first order of business was approval of MINUTES FROM PREVIOUS MEETING on February 23, 2009. The minutes were approved by vote. Commissioner Redford stated that the two items on the agenda under FULLY SUBMITTED MATTERS would be deliberated privately. He then adjourned the meeting.
