RESPONSE:
See the attachment labeled "Staff PR_002 Attachment A" for the schedule of payments to be
received from BPA on a monthly basis. The remainder of the calculations are projections of the
amortization to be recorded in the months prior to new rates going into effect based on projected
loads.

For the workpaper titled "Projected Kilowatt-hours and Residential Exchange Amortization",
please provide an explanation, with supporting documentation, on how the projected
kilowatt-hours for each group are calculated.
RESPONSE:
Please see Avista's response 003C, which contains TRADE SECRET, PROPRIETARY or
CONFIDENTIAL information and exempt from public view and is separately filed under
IDAPA 31.01.01, Rule 067 and233, and Section 9-340D, Idaho Code.
The projected kilowatt-hours, by rate schedule, are derived from the Company's most recent load
forecast which is typically conducted on a semi-annual basis by the Company's Senior Forecaster
and Economist, Dr. Grant Forsyth. See the attachment labeled "Staff PR_003C Confidential
Attachment A" for a detailed description of the load forecasting methodology.

Please provide an explanation, with supporting documentation, on how the work paper entitled
"BPA Residential Exchange Load Calculation" was created.
RESPONSE:
Avista submits monthly actual residential and small farm load (residential load) in kWh's via
BPA's secure online portal. BPA completes their own verification process of the residential load
submitted to ensure the amount of power purchased and sold equals the qualiffing residential load
as submitted by the Company. This qualiffing residential load is then multiplied by the difference
between BPA's PF Exchange rate and Avista's average system cost (ASC) to derive the
Company's Residential Exchange Program (REP) benefits. These benefits are passed on to
Avista's residential and farm customers.
