IDAHO PUBLIC UTILITIES COMMISSION

MINUTES OF DECISION MEETING

November 10, 2008 – 1:30 P.M.

In attendance were Commissioners Mack Redford, Marsha Smith and Jim Kempton.

Commissioner Redford called the meeting to order. The first order of business was approval of MINUTES FROM PREVIOUS MEETING on November 3, 2008. The minutes were approved by vote.

The second order of business was approval of the CONSENT AGENDA, items 2 & 3. Regarding item 3, Commissioner Smith asked why it was necessary to wait another three or four weeks for the Company’s request to be effective. Mike McGrath of Intermountain Gas replied that the Company could do whatever it takes to get it implemented sooner than December 1st. He said when the Company initially filed its Application it wanted to allow the Commission enough time for processing the case. He noted that a lot of manpower needed to be adjusted in order to read meters and get the pro-rating in place to accommodate an earlier date. He proposed that the Company could have everything in place within a week. Commissioner Smith asked about an effective date of November 15th, and Mr. McGrath replied that the weekend could pose a problem. Commissioner Smith then made a motion to make the Intermountain Gas decrease effective November 17th instead of December 1st. A vote was taken on the motion and it carried unanimously.

Consent Agenda item 2 was approved by unanimous vote.

The next order of business was MATTERS IN PROGRESS:

4. Daniel Klein’s November 6, 2008 Decision Memorandum re: Formal complaint of Marian Mathewson Against Rocky Mountain Power.

Mr. Klein reviewed his Decision Memo. Commissioner Smith asked if any changes are being proposed to Tariff Schedule 300 in Case No. PAC-E-08-06. Mr. Klein replied that no changes are being proposed. There was no further discussion. Commissioner Smith made a motion to accept the complaint and issue a Summons to Rocky Mountain Power. A vote was taken on the motion and it carried unanimously.

There was no further business before the Commission and Commissioner Redford adjourned the meeting.
