If so, please explain how different timing and deficiency amounts will affect avoided cost of capacity. RESPONSE: In Avista's opinion, capacrty payments should be made in the event the deficiency is not for the entire year. In this case, the payments should be made begrruring with the first month of deficiency. The monthly payments should be based onlll2 of the annual capacity payment each month.
