HomeMy WebLinkAbout20081021min.docIDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING October 21, 2008 – 1:30 P.M. In attendance were Commissioners Mack Redford and Jim Kempton. Commissioner Marsha Smith was absent and excused. Commissioner Redford called the meeting to order. The first order of business was approval of MINUTES FROM PREVIOUS MEETING on October 6, 2008. The minutes were approved by vote. The second order of business was CONSENT AGENDA: 2. Kristine Sasser’s October 17, 2008 Decision Memorandum re: Application of Rocky Mountain Power for Authority to Revise Its Existing Rule 12 Line Extension Tariffs, Case No. PAC-E-08-06. Ms. Sasser reviewed her Decision Memo. There was no discussion and Commissioner Kempton made a motion to process the application by modified procedure with a 28-day comment period. A vote was taken on the motion and it carried unanimously. The next order of business was MATTERS IN PROGRESS: 3. Kristine Sasser’s October 15, 2008 Decision Memorandum re: In the Matter of the Commission’s Inquiry about Energy Affordability Issues and Workshops, Case No. GNR-U-08-01. Ms. Sasser reviewed her Decision Memo. Commissioner Kempton made a motion not to grant intervention. He explained that the Commission’s orders and notices issued in this matter have been regarding holding workshops where the exchange of ideas can help Staff develop and provide to the Commission a final report. He said at this point in the process, he didn’t think an intervention application has merit, but after the Commission has the Staff’s comments and report, there will be a time to establish modified procedure or set a hearing where all the parties can be brought in. He said the Commission’s intent is to move ahead with a hearing or modified procedure following the receipt of the report at the end of December, and at that time, intervention will be appropriate. Commissioner Redford stated he thought it would be out of the ordinary to start the practice of having intervention on workshops that don’t contain some direct involvement by the Commission, as in this case. He said the Commission will be waiting for the report and at that time may institute some formal proceeding. The only other items on the agenda were items 4 and 5 under the category of FULLY SUBMITTED MATTERS and Commissioner Redford stated they would be deliberated privately upon the return of Commissioner Smith.
