I'm Paul Kjellander. I'l-1 be the Chai-r of
these proceedings. To my right is Commissioner Anderson.
For those of you on the phone, that makes no difference.
To the 1eft, I have also Kristine Raper. The three of us
are the three Commissioners who ultimately will render a
decision at the concfusion of this hearing in reference
to Case No. AVU-E-18-09.
Just as a reference, the Commission's
Rul-es of Modified Procedure traditionally contemplate
that a case of thls nature will- proceed by written
submissions without a public hearing; however, the
Commission finds good cause to schedule this public
hearing because the Company fil-ed its application under
Idaho Code Section 6l-328 and that statute requires a
public hearing, which is why we're here today and which

is also why we're using a telephonic procedure in order
to expedite the process and allow those within Avista's
service territory to call in as opposed to having to
travel a dj-stance to participate potentially.
With that said, as I understand, we have
on the phone only representatives of Avista and we won't
go through recogniztnq everybody that's there with
Avista, merely lega1 counsel just in the event that there
is any cross-examination that may emerge through these
proceedings today, so is it Mike Andrea that is on the
l-ine that's representing Avista as Iegal counsel?
MR. ANDREA: Yes, this is Mike Andrea,
senior counsel- for Avista.
COMMISIONER KJELLANDER: Great, thank you,
and I bel-ieve we have your appropriate spelling and so we
should be fine and it's Andrea?
MR. ANDREA: Andrea, A-n-d-r-e-a.
COMMISIONER KJELLANDER: Great, thank you
very much and I apologize for not getting that correct
initially. As we go through, then, the notice, at l-east
for the notice of parties, who's representing the Staff
of the ldaho Public Utilities Commission?

member of the public, what we will- do is break for five
minutes off the record, seeing if someone does cal-I in,
and then after that five minutes, w€ wil-I then go back on
the record, so if anybody has any Jeopardy music they
would l-ike to p1ay, we wou1d be much more apprecJ-ative of
the Jeopardy music than that awful- horrible sound we just
