County Water Utility Should be Regulated
BOISE (Oct. 22, 2026)—The Idaho Public Utilities Commission is accepting written comments through Dec 3,
2026, on an investigation to determine if Lake Lowell Water, LLC should be regulated by the Commission. The
company is a private utility that serves 50 customers in the Caldwell area.
Commission Staff are conducting an investigation as part of the case. The purpose of the investigation is to
determine whether Lake Lowell Water should be a regulated utility under Idaho Code and whether it qualifies as
a public utility that should be directed to apply for a Certificate of Public Convenience and Necessity(CPCN).
A CPCN would place the utility under the supervision of the Commission.
