SUBJECT: IN THE MATTER OF AVISTA CORPORATION AND CLEARWATER
PAPER CORPORATION'S JOINT PETITION FOR APPROVAL OF A
POWER PURCHASE AGREEMENT; CASE NO. AVU-E-26-13.
On October 2, 2026, Avista Corporation ("Company") and Clearwater Paper Corporation
("Clearwater") (collectively, the "Petitioners") jointly petitioned the Idaho Public Utilities
Commission ("Commission") requesting approval of the Power Purchase Agreement ("PPA")
between the Company and Clearwater("Petition"). The Petitioners request an order by January 1,
2027.
STAFF RECOMMENDATION
Commission Staff("Staff') recommends the Commission issue a Notice of Petition and
Notice of Modified Procedure, establishing a December 11, 2026, public comment deadline, and
a December 18, 2026, reply comment deadline.
COMMISSION DECISION
