Existing residential and small-business customers should not subsidize these projects or bear the risk of stranded infrastructure if projected data-center demand does not materialize. If a large-load customer creates the cost, that customer should pay the cost:' The following comment was submitted via PUCWeb: Name: Davis Straub Submission Time: Oct 12 2026 2:14PM Email: davis@davisstraub.com Telephone: 863-207-2634 Address: 3316 N Lakeharbor Lane E102 Boise, ID 83703 Name of Utility Company: Idaho Power Case ID: IPC-E-26-07 Comment: "Of course, the companies wishing to build Al data center should pay for all the electrical infrastructure required to meet their needs, and with them desperate to build, rate payers are in an excellent position to leverage them into doing that and more. The greater the opposition to data centers the greater the bargaining power of rate payers. We don't need to stop just with electrical infrastructure (and no increase in electric rates, and Likely a decrease) but can call for closed loop water cooling with outdoor heat exchangers, support for local college technical education, purchase of additional lands to add to public Lands if used for data centers, as well as many other concessions. Of course, no sales tax rebates or other tax concessions. Look at the concessions made by Meta for the Kuna Al data center for a starting point:' 1 2
