On August 31, 2026, Avista Corporation, doing business as Avista Utilities ("Company"),
filed two applications with the Idaho Public Utilities Commission ("Commission") requesting
prudence determinations of its 2025 electric and gas energy efficiency expenses for future
ratemaking purposes (collectively, the "Applications").
The Company requests an order designating its electric energy efficiency expenditures
from January 1, 2025, through December 31, 2025, funded through the Company's Schedule 91
Energy Efficiency Rider Adjustment("Schedule 91") in the amount of$20,688,852, as prudently
incurred.
The Company also requests an order designating its natural gas energy efficiency
expenditures from January 1, 2025, through December 31, 2025, funded through the Company's
Schedule 191 ("Schedule 191")Energy Efficiency Rider Adjustment in the amount of$2,742,431,
as prudently incurred.
At the Commission's September 8, 2026, Decision Meeting, Commission Staff("Staff")
recommended that the Commission process the Applications together. The Commission finds that
processing these cases together is reasonable and will be an efficient use of resources for any
parties wishing to join. If circumstances change,or the issues diverge,we may consider bifurcating
the cases at that time.
The Commission now issues this Order providing Notice of Applications and Notice of
Intervention Deadline establishing a 21-day intervention period.

NOTICE OF APPLICATIONS
YOU ARE HEREBY NOTIFIED that the Company's energy efficiency programs consist
of options for residential, non-residential and low-income customers, including prescriptive,
midstream, direct-install, site-specific, market transformation, and customer offerings. Electric
Application at 2; Natural Gas Application at 2. The programs are funded through the Company's
Electric and Natural Gas Energy Efficiency Rider Adjustments (Schedule 91 and Schedule 191),
or tariff riders. Id.
YOU ARE FURTHER NOTIFIED that the Company represents that each option is
designed to meet cost-effectiveness requirements and is evaluated by a third-party evaluator each
year, and the results of both the Company's and the third-party evaluator's annual assessments of
the energy efficiency programs are contained within the Annual Conservation Report ("ACR")
that the Company has filed with the Applications. Electric Application at 2-3; Natural Gas

YOU ARE FURTHER NOTIFIED that the Company requests a Commission
determination that$20,688,852 incurred during 2025 for the Company's electric energy efficiency
program were prudent and in the public interest. Electric Application at 1. The Company also
requests a Commission determination that $2,742,431 incurred during 2025 for the Company's
natural gas energy efficiency programs were prudent and in the public interest. Natural Gas
Application at 1.
YOU ARE FURTHER NOTIFIED that according to the Company, its energy efficiency
programs exceeded both their planned budgets and verified savings targets in 2025. Electric
Application at 3;Natural Gas Application at 3. The Company's electric energy efficiency program
achieved cost effectiveness in 2025, as measured by the Utility Cost Test ("UCT"). Electric
Application at 5. The Company's natural gas energy efficiency program failed to achieve cost
effectiveness in 2025, as measured by the UCT, which the Company attributes to "declining
avoided-cost values, increasing program delivery costs, and the concentration of savings in a
limited number of programs and measures."Natural Gas Application at 6, 8.
YOU ARE FURTHER NOTIFIED that Schedule 91 began 2025 with an underfunded
balance of$8,792,454 and ended the year with an underfunded balance of$24,563,489. Electric

Application at 4. Meanwhile, Schedule 191 began 2025 with an overfunded balance of$1,805,673
and ended the year with an overfunded balance of$2,742,431. Natural Gas Application at 4.
YOU ARE FURTHER NOTIFIED that the Applications and ACR are available for public
inspection during regular business hours at the Commission's office. These documents are also
available on the Commission's website at www.puc.idaho.gov. Click on the "ELECTRIC" or
"NATURAL GAS" icon, select "Open Cases," and click on the case number(s) as shown on the
front of this document.
YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant
to the Commission's jurisdiction under Title 61 of the Idaho Code, and that all proceedings in this
matter will be conducted pursuant to the Commission's Rules of Procedure, IDAPA 31.01.01.000
et seq.
NOTICE OF INTERVENTION DEADLINE
YOU ARE FURTHER NOTIFIED that persons desiring to intervene in this matter to
obtain parties' rights of participation must file a Petition to Intervene with the Commission
pursuant to this Commission's Rules of Procedure 71-73, IDAPA 31.01.01.071-073. Persons
who wish to intervene as a party must file a Petition to Intervene no later than 21 days after
the date of service of this Order. Persons desiring to present their views without parties' rights
of participation do not have to intervene and may present their comments without prior notification
to the Commission or the parties.
YOU ARE FURTHER NOTIFIED that the Commission Secretary shall issue a Notice of
Parties after the deadline for intervention has passed. The Notice of Parties shall assign exhibit
numbers to each party in this proceeding.
YOU ARE FURTHER NOTIFIED that once the Notice of Parties is issued, Staff will
informally confer with the parties to discuss a schedule to process this case, and other issues as
may be raised by the parties.
YOU ARE FURTHER NOTIFIED that the following persons are designated as the

ORDER
IT IS HEREBY ORDERED that persons desiring to intervene in this case for the purpose
of obtaining parties' rights of participation must file a Petition to Intervene with the Commission,
under Rules 71-73, IDAPA 31.01.01.071-073, no later than 21 days after the service date of this
Order.
IT IS FURTHER ORDERED that, after the Secretary issues a Notice of Parties, Staff will
informally confer with the parties to discuss the appropriate scheduling of this case.
IT IS FURTHER ORDERED that parties comply with Order No. 35375, issued April 21,
2022. Generally, all pleadings should be filed with the Commission electronically and will be
deemed timely filed when received by the Commission Secretary.See Rule 14.02. Service between
parties should continue to be accomplished electronically when possible. However, voluminous
discovery-related documents may be filed and served on CD-ROM or a USB flash drive.
