On September 9, 2026, Intermountain Gas Company ("Company") applied to the Idaho
Public Utilities Commission("Commission")requesting authority to revise its commercial energy
efficiency program under Rate Schedule EE-GS — General Service Energy Efficiency Rebate
Program("Application"). The Company requests an effective date of October 1, 2026.
The Commission now issues this Notice of Application;Notice of Suspension of Proposed
Effective Date; and Notice of Intervention Deadline, setting a deadline for interested persons to
intervene in the case.
BACKGROUND
The Company previously sought to revise its Rate Schedule EE-GS program in Case No.
INT-G-25-07, filed on November 21,2025. Application at 3. In Order No. 37033 the Commission
denied the Company's application and ordered it to reapply with proposed changes to Rate
Schedule EE-GS accounting for information exchanged during workshops held with Commission
Staff("Staff").Id.

YOU ARE HEREBY NOTIFIED that the Company launched its Commercial Energy
Efficiency Program in April 2021. Id. The incentive offerings under Rate Schedule EE-GS were
intended to promote energy efficiency among the Company's commercial customers by providing
incentives for space-heating and kitchen equipment.Id.

YOU ARE FURTHER NOTIFIED that the Company and its technical consultant held a
workshop with Staff on May 28,2026,regarding revised program assumptions,as the Commission
directed in Order No. 37033.Id. at 4. The Company states that Staff raised"[n]o major objections"
to the Company's revised estimate methodology.Id.
YOU ARE FURTHER NOTIFIED that, after applying the updated assumptions discussed
in the workshop, the Company determined that commercial water-heating measures are not cost-
effective. Id. at 6. Accordingly, the Company's proposed Rate Schedule EE-GS removes water-
heating measures.Id.
YOU ARE FURTHER NOTIFIED that the Company then evaluated the remainder of the
program while attempting to optimize incentives at levels at or below each offering's estimated
incremental cost. Id. at 7. The Company's proposed Rate Schedule EE-GS removes all offerings
that did not meet cost effectiveness objectives, except for a 95%AFUE furnace incentive, which,
according to the Company, garnered significant customer interest.Id.
YOU ARE FURTHER NOTIFIED that while the Company proposes a Rate Schedule EE-
GS portfolio that results in program-wide cost-effectiveness forecasts, the Company notes that
estimates for individual measures can be sensitive to assumptions, requiring practical market
learning and contractor and customer education.Id. at 7-9.
YOU ARE FURTHER NOTIFIED that the legislative format of the Company's proposed
Rate Schedule EE-GS is included as Exhibit No. 3 to the Application and the clean format is
included as Exhibit No. 4. Id. at 9.
YOU ARE FURTHER NOTIFIED that the Company's Commercial Energy Efficiency
Program is funded by the Energy Efficiency Charge rider on Rate Schedule EEC-GS. Id. at 10.
The Company states that the over-collected balance of the rider has reduced from $1,034,285 in
December 2024 to $501,409 as of June 30, 2026. Id. According to the Company, its proposed
Commercial Energy Efficiency Program has an estimated cost of$103,900 for the first year. Id.
The Company will monitor the rider balance and seek to implement adjustments as needed to
ensure financial balance.Id.
YOU ARE FURTHER NOTIFIED that the Application and supporting documentation
have been filed with the Commission and are available for public inspection during regular
business hours at the Commission's office. These documents are also available on the

Commission's website at www.puc.idaho.gov. Click on the"NATURAL GAS"icon, select"Open
Cases," and click on the case number as shown on the front of this document.
YOU ARE FURTHER NOTIFIED that the Commission has jurisdiction over the
Company, its filing, and the issues pertaining to this case pursuant to Title 61 of the Idaho Code,
and that all proceedings in this matter will be conducted pursuant to the Commission's Rules of
Procedure, IDAPA 31.01.01.000 et seq.
NOTICE OF SUSPENSION OF PROPOSED EFFECTIVE DATE
YOU ARE FURTHER NOTIFIED that the Company filed its Application on September
9, 2026,proposing an October 1, 2026, effective date. The Commission finds that the Company's
proposed effective date does not provide adequate time for Staff, and interested persons, to
evaluate the Company's proposal. Pursuant to Idaho Code § 61-622, the Commission suspends
the proposed changes for 30 days and five months or until the Commission enters an order
accepting, rejecting, or modifying the proposed revisions to Rate Schedule EE-GS. As the
Company's requested effective date does not provide the required 30 days' notice under Idaho
Code § 61-307, the Commission finds the suspension date effective from 30 days after the
Application was filed (October 9, 2026) by operation of Idaho Code § 61-307 and IDAPA
31.01.01.123.01.
NOTICE OF INTERVENTION DEADLINE
YOU ARE FURTHER NOTIFIED that persons desiring to intervene in this matter to
obtain parties' rights of participation must file a Petition to Intervene with the Commission
pursuant to this Commission's Rules of Procedure 71-73, IDAPA 31.01.01.071-073. Persons
who wish to intervene as a party must file a Petition to Intervene no later than 21 days after
the date of service of this Order. Persons desiring to present their views without parties' rights
of participation do not have to intervene and may present their comments without prior notification
to the Commission or the parties.
YOU ARE FURTHER NOTIFIED that the Commission Secretary shall issue a Notice of
Parties after the deadline for intervention has passed. The Notice of Parties shall assign exhibit
numbers to each party in this proceeding.

YOU ARE FURTHER NOTIFIED that once the Notice of Parties has issued, Staff will
informally confer with the parties to discuss a schedule to process this case and other issues as may
be raised by the parties.

IT IS HEREBY ORDERED that the Company's proposed effective date,which is deemed
to be 30 days after the Application was filed by operation of Idaho Code § 61-307 and IDAPA
31.01.01.123.01, is suspended for 30 days plus five months or until the Commission enters an
earlier order accepting, rejecting, or modifying the proposed revisions to Rate Schedule EE-GS—
General Service Energy Efficiency Rebate Program.
IT IS FURTHER ORDERED that persons desiring to intervene in this case for the purpose
of obtaining parties' rights of participation must file a Petition to Intervene with the Commission,
under Rules 71-73, IDAPA 31.01.01.071-073, no later than 21 days after the service date of this
Order.
IT IS FURTHER ORDERED that, after the Notice of Parties has issued, Staff will
informally confer with the parties to discuss the appropriate scheduling of this case.
IT IS FURTHER ORDERED that parties comply with Order No. 35375, issued April 21,
2022. Generally, all pleadings should be filed with the Commission electronically and will be
deemed timely filed when received by the Commission Secretary. Rule 14.02. Service between
parties should continue to be accomplished electronically when possible. However, voluminous
discovery-related documents may be filed and served on CD-ROM or a USB flash drive.
