SECTION 63.71 APPLICATION
Belcom Corp. ("Belcom"), a non-dominant domestic telecommunications carrier, respectfully
requests authority pursuant to section 214(a) of the Communications Act of 1934, as amended, 47
U.S.C. § 214(a), and section 63.71 of the Commission's rules, 47 C.F.R. § 63.71, to discontinue its
domestic long-distance telecommunications service to its remaining customers. Belcom proposes to
discontinue the affected service on October 31, 2026, subject to Commission authorization.

2. Planned Date of Discontinuance
Belcom proposes to discontinue the affected service effective October 31, 2026, subject to
Commission authorization.
3. Geographic Areas Affected
The proposed discontinuance affects Belcom's remaining long-distance customers located in
Washington, Idaho, Texas, Florida, Michigan, and Virginia.
4. Description of Service Affected
Belcom proposes to discontinue domestic interstate and intrastate long-distance telecommunications
service. Belcom does not provide the affected customers' local exchange telephone service or
telephone numbers. The proposed discontinuance therefore will not terminate the customers' local
telephone lines or require customers to relinquish their existing local telephone numbers.
5. Affected Customers
As of September 2026, Belcom has 54 remaining active customer accounts affected by the
proposed discontinuance. Based on the service telephone numbers associated with those accounts,

the affected customers are located in Washington (16), Idaho (18), Texas (14), Florida (2), Michigan
(1), and Virginia (3).
6. Customer Notice
Belcom provided written notice of the planned discontinuance to all affected customers during
September 2026. Beginning September 15, 2026, written notice was included on customer billing
statements sent by mail. Belcom completed notification to all remaining affected customers on
September 21, 2026, by email. The notices advised customers of Belcom's planned discontinuance
of long-distance telecommunications service effective October 31, 2026, the need to arrange
replacement long-distance service, and the procedures for submitting comments regarding the
proposed discontinuance to the Federal Communications Commission.
7. Regulatory Status
Belcom is a non-dominant carrier with respect to the domestic long-distance telecommunications
service proposed to be discontinued.
8. Availability of Replacement Service
Belcom's customers may select another long-distance provider while retaining their existing local
telephone service and telephone numbers. Belcom has advised customers to arrange replacement
long-distance service before the proposed discontinuance date to avoid interruption of long-distance
calling.
9. Notice to Governmental Authorities
In accordance with 47 C.F.R. § 63.71, Belcom is providing a copy of this Application to the public
utility commission and Governor of each affected state - Washington, Idaho, Texas, Florida,
Michigan, and Virginia- and to the Secretary of Defense, Attn. Special Assistant for
Telecommunications, Pentagon, Washington, DC 20301.
