CAP-W-25-02 CORPORATION'S APPLICATION TO ) INCREASE ITS RATES AND CHARGES FOR ) ORDER NO. 37172 WATER SERVICE IN THE STATE OF ) IDAHO ) On February 26, 2026, the Idaho Public Utilities Commission ("Commission") issued an order authorizing Capitol Water Corporation ("Company") to implement a 4.4% increase to the Company's base tariff rates for water service based on an $859,867 revenue requirement. Order No. 36948. The Commission also instructed the Company to submit tariffs in compliance with the rates and charges approved, to submit an action plan for improving its recordkeeping process as a compliance filing, and to collaborate with Staff to ensure customer documentation complies with the Utility Customer Relation Rules. Id. On March 4, 2026, the Company filed its tariffs reflecting the rates approved in Order No. 36948 and on March 17, 2026,the Commission issued Order No. 36980 approving the Company's tariffs as filed. On September 1, 2026, the Company filed its action plan for improving its recordkeeping process. At the Commission's Decision Meeting on September 8, 2026, Commission Staff ("Staff')presented a Decision Memo recommending that the Commission approve the Company's compliance filing and find that the Company has satisfied the requirement that it collaborate with Staff to ensure customer documentation complies with the Utility Customer Relation Rules. The Commission now issues this Order approving the Company's action plan and determining that the Company has satisfied its obligation under Order No. 36948 to collaborate with Staff to ensure customer documentation complies with the Utility Customer Relation Rules. COMMISSION FINDINGS AND DECISION The Commission has jurisdiction over the Company's Application and the issues in this case under Title 61 of the Idaho Code including Idaho Code §§ 61-301 through 303. The Commission is empowered to investigate rates, charges,rules,regulations,practices, and contracts of all public utilities and to determine whether they are just, reasonable, preferential, ORDER NO. 37172 1 discriminatory, or in violation of any provisions of law, and to fix the same by order. Idaho Code §§ 61-501 through 503. Having reviewed the record and the Company's compliance filing, the Commission finds that the Company has satisfied the requirements of Order No. 36948. The Commission approves the Company's September 1, 2026, compliance filing containing an action plan for improved recordkeeping process and determines the Company has adequately collaborated with Staff to ensure customer documentation complies with the Utility Customer Relation Rules. ORDER IT IS HEREBY ORDERED that the Company's September 1, 2026, compliance filing is accepted. The Commission also finds that the Company has satisfied its obligation under Order No. 36948 to collaborate with Staff to ensure customer documentation complies with the Utility Customer Relation Rules. THIS IS A FINAL ORDER. Any person interested in this Order may petition for reconsideration within 21 days of the service date of this Order regarding any matter decided in this Order.Within 7 days after any person has petitioned for reconsideration, any other person may cross-petition for reconsideration.
