IPC-E-26-23 COMPANY'S APPLICATION FOR ) APPROVAL OF REVISED DEPRECIATION ) NOTICE OF APPLICATION RATES FOR ELECTRIC PLANT-IN- ) SERVICE AND REQUEST FOR ) NOTICE OF INTERVENTION ACCOUNTING ORDER ) DEADLINE ORDER NO. 37160 On August 19, 2026, Idaho Power Company ("Company") applied to the Idaho Public Utilities Commission ("Commission") requesting an order: (1) approving updated depreciation rates for electric plant-in-service, resulting in an annual increase of approximately $32.3 million from the depreciation expense currently approved in customer rates,effective January 1,2028; and (2) authorizing amortization accounting treatment for new accounts established as a result of Federal Energy Regulatory Commission("FERC") Order No. 898 ("Application"). The Company requests an order by mid-February 2027. The Commission now issues this Notice of the Company's Application and Notice of Intervention Deadline establishing a 21-day intervention period. NOTICE OF APPLICATION YOU ARE HEREBY NOTIFIED that the Company states that its currently approved depreciation rates went into effect on January 1, 2022, and are based on electric plant-in-service as of December 31, 2020. Application at 2. YOU ARE FURTHER NOTIFIED that the Company's newly proposed depreciation rates are based on a depreciation study of its electric plant-in-service as of December 31, 2025. Id. According to the Company,the depreciation study developed annual depreciation accrual rates on an account and subaccount basis and determined appropriate average service lives along with net salvage percentages.Id. at 3.The proposed depreciation rates are based on straight-line,remaining- life method and the average service-life procedure.Id. YOU ARE FURTHER NOTIFIED that for plant accounts and assets subject to FERC Order No. 898—which established new Uniform System of Accounts functional accounts and NOTICE OF APPLICATION NOTICE OF INTERVENTION DEADLINE ORDER NO. 37160 1 accounting treatment, effective January 1, 2025—the depreciation study used straight-line, remaining-life amortization.Id. YOU ARE FURTHER NOTIFIED that if applied to current plant-in-service,the Company expects the proposed depreciation rates to result in an annual increase of approximately $32.3 million from the depreciation expense currently approved in customer rates. YOU ARE FURTHER NOTIFIED that the Company is not seeking a change in retail electric rates in this proceeding and instead intends to incorporate the approved depreciation rates in either a 2027 general rate case or a separate 2027 application to change retail rates to reflect the updated annual depreciation expense.Id. at 1-2. YOU ARE FURTHER NOTIFIED that the Company requests an accounting order allowing amortization accounting for specific accounts and subaccounts resulting from FERC Order No. 898. Id. at 6. According to the Company, this accounting treatment is consistent with Commission Order No. 26938 in Case No. IPC-E-97-04.Id. at 7-8. YOU ARE FURTHER NOTIFIED that the Application, Attachment, and Direct Testimony are available for public inspection during regular business hours at the Commission's office. The Application,Attachment,and Direct Testimony are also available on the Commission's website at www.puc.idaho.gov. Click on the "ELECTRIC" icon, select "Open Cases," and click on the case number as shown on the front of this document. YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code, and that all proceedings in this matter will be conducted pursuant to the Commission's Rules of Procedure, IDAPA 31.01.01.000 et seq. NOTICE OF INTERVENTION DEADLINE YOU ARE FURTHER NOTIFIED that persons desiring to intervene in this matter to obtain parties' rights of participation must file a Petition to Intervene with the Commission pursuant to this Commission's Rules of Procedure 72 and 73, IDAPA 31.01.01.072 and -.073. Persons who wish to intervene as a party must file a Petition to Intervene no later than 21 days after the date of service of this Order. Such persons shall also provide the Commission Secretary with their email address to facilitate further communications. After the intervention deadline runs, the Commission Secretary shall issue a Notice of Parties that identifies the parties NOTICE OF APPLICATION NOTICE OF INTERVENTION DEADLINE ORDER NO. 37160 2 and assigns exhibit numbers to each parry. Once the Notice of Parties has issued, Commission Staff shall informally confer with the Company and any intervening parties about how to further process this case and shall then report back to the Commission on a proposed case schedule. YOU ARE FURTHER NOTIFIED that persons who would like to present their views without parties' rights of participation and cross-examination do not have to intervene but may present their views by submitting written comments to the Commission. Once the deadline has passed, the Commission Secretary shall prepare and issue a Notice of Parties. IT IS FURTHER ORDERED that, after the Notice of Parties has issued,Commission Staff shall confer with the parties regarding a procedural schedule for this matter including,if necessary, a hearing in this matter. IT IS FURTHER ORDERED that parties comply with Order No. 35375, issued April 21, 2022. Generally, all pleadings should be filed with the Commission electronically and will be deemed timely filed when received by the Commission Secretary. Rule 14.02. Service between parties should continue to be accomplished electronically when possible. However, voluminous discovery-related documents may be filed and served on CD-ROM or a USB flash drive.
