NEWS RELEASE: Investigation to Determine if Canyon County Water Utility Should be Regulated
BOISE (Sept. 8,2026)—The Idaho Public Utilities Commission has opened a case to determine if a water utility
that serves customers in the Caldwell area should be regulated. Lake Lowell Water,LLC is a private water utility
that provides service to 50 customers.
Commission Staff will conduct an investigation as part of the case. The purpose of the investigation is to
determine whether Lake Lowell Water should be a regulated utility under Idaho Code and whether the utility is a
public utility that should be directed to apply for a Certificate of Public Convenience and Necessity (CPCN).
A CPCN would bring the utility under the supervision of the Commission.
