SUBJECT: IN THE MATTER OF CAPITOL WATER CORPORATION'S
APPLICATION TO INCREASE ITS RATES AND CHARGES FOR
WATER SERVICE IN THE STATE OF IDAHO; CASE NO. CAP-W-25-02.
BACKGROUND
On August 14, 2025, Capitol Water Corporation, ("Company") filed an application
("Application") with the Idaho Public Utilities Commission ("Commission") requesting authority
to increase rates and charges for water service in the State of Idaho.
On February 26, 2026, the Commission issued Order No. 36948, authorizing a 4.4%
increase to the company's base tariff rates for water service based on an $859,867 revenue
requirement. The Commission directed the Company to submit tariffs in compliance with the rates
and charges approved, to submit an action plan for improving its recordkeeping process as a
compliance filing, and to collaborate with Staff to ensure customer documentation complies with
the Utility Customer Relation Rules.
On March 4, 2026, the Company filed its tariffs reflecting the rates approved in Order
No. 36948 and on March 17, 2026, the Commission issued Order No. 36980 approving the
Company's tariffs as filed.
On September 1, 2026, the Company filed its action plan for improving its
recordkeeping process. The Company has also been collaborating with Staff to ensure customer
documentation complies with the Utility Customer Relation Rules. Staff reviewed the action plan
for improving the Company's recordkeeping process submitted on September 1, 2026, and
believes it satisfies the requirements of Order No. 36948.

STAFF RECOMMENDATION
Staff recommends the Commission accept, as filed, the Company's compliance filing
containing its action plan for improving its recordkeeping process submitted on September 1,2026,
and acknowledge that the Company has collaborated with Staff to ensure its customer
documentation complies with the Utility Customer Relation Rules.
